About this opportunity
East Hartford Public Schools is requesting proposals from staffing agencies to provide Registered Nurses and Licensed Practical Nurses for student health services across the district, with proposals due June 18, 2026 at 12:00 p.m., questions due June 10, 2026 at 4:00 p.m., and anticipated award in mid-June 2026.
All nursing personnel must hold valid Connecticut licenses, pass fingerprinting and background checks, complete badge requirements, and maintain a $5 million umbrella liability insurance policy — non-negotiable requirements. Subcontracting is permitted provided subcontractors meet identical insurance and contractual requirements.
The scope encompasses RN and LPN staffing for 15 schools and outplacement settings serving students ages 3–22. RNs are needed for daily coverage and substitute assignments when regularly assigned school nurses are absent; LPNs provide one-to-one and small-group assignments for students with medical and high-acuity needs. Assignments range from half-day coverage to multi-week or multi-month placements at single or multiple locations. Responsibilities include medication administration, health monitoring, wellness checks, health record maintenance, and monitoring during restraint, seclusion, or other health-related interventions.
The contract term begins July 1, 2026, structured as a three-year fixed-price agreement with an option to extend for two additional twelve-month periods under mutually agreed terms. Pricing must be submitted as fully burdened hourly rates for five service categories: RN daily/substitute coverage, LPN one-on-one care, LPN small-group settings, LPN off-site/field-trip coverage, and RN or LPN summer-session services. Rates are fixed for years 1–3; optional escalation is permitted for years 4–5. Historical expenditures were $211,040.46 in FY2024 and $253,955.27 in FY2025; no minimum volume is guaranteed. Current contracted rates range from approximately $55.00–$75.00 per hour for LPNs and $65.00 per hour for RNs. Connecticut sales tax is exempt and should not be included in pricing.
Incumbents are Delta-T Group Hartford, Inc. and Pediatric Services of America, Inc. The district reserves the right to award to one or more vendors or make no award. Addenda will be published by 4:00 p.m. June 12, 2026. Contact Katlyn Corey at 860-622-5115 or corey.km@easthartford.org.
