The district currently contracts with Delta-T Group Hartford, Inc. and Pediatric Services of America, Inc. Connecticut Sales Tax is exempt and should not be included in pricing. The district reserves the right to award to one or more vendors or make no award. All personnel must maintain valid Connecticut nursing licenses, pass fingerprinting and background checks, complete badge requirements, and meet all state and district compliance standards. The required $5 million umbrella liability insurance is mandatory and non-negotiable. Subcontracting is permitted provided subcontractors meet identical insurance and contractual requirements.

Request for Proposals # 1909-26 Staffing Agency for Registered Nurses and Licensed Practical Nurses

Background

East Hartford Public Schools (“EHPS”) is seeking proposals from qualified vendors to provide Registered Nurses (“RNs”) and Licensed Practical Nurses (“LPNs”) to support student health services across the district on an as-needed basis. This solicitation is being issued as the current contract term is expiring and the district is seeking proposals for a new contract period. The district currently utilizes two vendors for these services: Delta-T Group Hartford, Inc. and Pediatric Services of America, Inc. While the District’s current vendors have generally met operational needs, there are occasions where the availability of qualified RNs and LPNs is limited.

EHPS is seeking experienced Registered Nurses to provide nursing coverage when regularly assigned school nurses are absent. RNs must be prepared to support the general school population and ensure the health, safety, and well-being of students throughout the school day across a variety of school settings. In addition, EHPS requires Licensed Practical Nurses (“LPNs”) to support students through both one-to-one and small-group nursing assignments. LPNs may be required to support students with a range of medical and/or high-acuity needs and provide services in a variety of settings, including school buildings, transportation, field trips, community-based activities, outplacement settings, and magnet school placements throughout the state. Home visits, if required, will be conducted solely by school district employees.

The district utilizes both short-term/substitute coverage and longer-term placements depending on student needs, staffing availability, programming recommendations, and operational demands.

Assignments may range from half-day or single-day coverage to multi-week or multi-month placements.

While the District strives to maintain consistency for students requiring longer-term nursing support, multiple substitute nurses and/or agencies may be utilized when necessary to ensure continuity of services. Staffing needs, assignment duration, and the number of RN and LPN positions fluctuate throughout the school year based on individual student needs and district requirements. As such, the district cannot guarantee any minimum number of assignments, hours, positions, or dollar volume to awarded vendors. Any resulting contract shall be on an as-needed basis, and the district reserves the right to utilize awarded vendors at its sole discretion.

East Hartford Public Schools consists of fifteen (15) schools across the district and currently employs nineteen (19) full-time school nurses. The number of LPN assignments varies based on student enrollment, medical needs, and educational programming recommendations. Vendors must ensure that all personnel assigned under this contract meet all applicable State of Connecticut and district requirements for public school employees, including but not limited to fingerprinting, background checks, credential verification, and badging requirements. Training and/or an overview of student-specific medical needs will be provided as needed by the Nursing Supervisor or appropriate district designee. The onboarding timeline for any assigned personnel is contingent upon contract award and successful completion of all district and state compliance requirements.

Questions related to this RFP must be submitted via e-mail to corey.km@easthartford.org no later than 4:00 PM Wednesday June 10, 2026.

Any addendums, if necessary, will be published on the East Hartford Public Schools website and State of CT/DAS site by 4:00 PM on Friday, June 12, 2026.

Proposals must be received at East Hartford Public Schools, Department of Student Support Services, 1110 Main Street, East Hartford, CT 06108 no later than 12:00 PM on Wednesday, June 17, 2026.

Names of respondents will be publicly read aloud at that time. If attending, access to the building via the front door will only be granted from 11:45AM through 12:00 PM sharp.

Required Services / Scope of Work

Registered Nurses (“RNs”) and Licensed Practical Nurses (“LPNs”) must hold a valid license to practice in the State of Connecticut and be available to serve a diverse population of students, ages 3–22, with a wide range of health, medical, and support needs across district and outplacement settings.

Assignments may occur at a single location or may require travel between multiple school sites within or outside the district depending on the nature of the assignment and student needs. All services provided under this contract shall be performed onsite.

Registered Nurses must be knowledgeable in administering medications and treatments, delivering age-appropriate nursing care, and implementing appropriate follow-up in response to actual or potential health concerns. RNs must be prepared to respond to emergency health or safety situations, support the daily health operations of a school setting, and collaborate with building administrators and school-based teams in the course of fulfilling their duties. Nurses may also be expected to monitor student well-being during incidents involving restraint and/or seclusion while ensuring compliance with applicable safety and documentation requirements. RNs are clinically supervised by the School Nursing Supervisor for all nursing-related responsibilities, while building administrators provide supervision related to school operations. Nursing delegation practices within East Hartford Public Schools follow Connecticut state guidelines.

Licensed Practical Nurses (“LPNs”) may be assigned to support students through one-to-one or small-group nursing assignments and may be required to provide services in school settings, during transportation (e.g., bus runs), field trips, community-based activities, and other off-site programming.

LPNs must be able to manage a range of medical conditions, including high-acuity medical needs such as tracheostomy care, ventilator support, G-tube care, seizure management, diabetes management, and other specialized nursing supports. There are no exceptions for servicing students with high-acuity medical needs. LPNs must be comfortable working independently while implementing established care plans and collaborating with supervising nurses and district staff as needed. LPNs are supervised by the assigned school nurse(s) within the building, with additional support and guidance from building administrators and/or certified staff related to classroom and school-based operations.

The district utilizes SNAP as its nursing documentation platform. Contracted nursing staff may also be required to complete Medicaid-related documentation for services provided pursuant to a student’s mailto:corey.km@easthartford.org

Section 504 Plan or Individualized Education Program (“IEP”), particularly in long-term assignments. Care plans are developed by district/school nursing staff; however, contracted RNs and LPNs are responsible for implementing care plans and completing all required documentation and charting in accordance with district procedures. RNs and LPNs will be provided access to district and role-specific technology systems, materials, equipment, and supplies necessary to fulfill the responsibilities of their assigned role within the district.

• East Hartford Public Schools is exempt from Connecticut Sales Tax. Sales tax shall not be included in submitted pricing.

Selection Process

Agencies will be evaluated based on the overall quality and applicability of the proposal to the needs of East Hartford Public Schools (“EHPS”), relevance of experience, strength of references, staffing capacity and responsiveness, and pricing. EHPS is seeking vendors with the ability to provide qualified nursing staff who are readily available for deployment to support evolving district needs, including short-term, long-term, and emergency coverage requests. Preference will be given to vendors demonstrating established staffing capacity and the ability to consistently fulfill assignments in a timely manner. EHPS reserves the right to request interviews, additional information, or clarification from respondents as part of the evaluation process.

This is a multi-award solicitation, and the district reserves the right to award contracts to one or more vendors, or to make no award, based on the proposals received and the best interests of the district. No minimum volume of work, assignments, hours, or expenditures is guaranteed to any awarded vendor.

Respondents must maintain all licenses and approvals required by the State of Connecticut to provide nursing staffing services, including Connecticut Department of Public Health licensure, as applicable.

There is no local or small business preference associated with this solicitation.

The anticipated award date is Mid-June 2026. Vendors will be notified of award status in writing. The RFP and its terms and conditions shall serve as the governing agreement between the parties. Contract negotiations, redlines, and exceptions to the RFP terms and conditions are not permitted.
