About this opportunity
The Commonwealth of Kentucky, Department of Military Affairs, Division of Real Properties, is issuing Request for Proposal (RFP) 042926 for the operation of canteen services at the Wendell H. Ford Regional Training Center (WHFRTC) in Building 212, located at 4675 State Route 181 North, Muhlenberg County, Kentucky. The facility encompasses 1,129 square feet and may be supplemented with a mobile food truck or trailer. Offerors may propose one of three service tiers: a minimum tier with four vending machines (beverage, snack, refrigerated food, and sundries); a mid-tier operation with manned or unmanned deli and breakfast sandwiches with stocked shelves; or a top-tier operation offering first-class convenience foods, beverages including spirits and beer, and tobacco products. Qualified offerors must demonstrate a minimum of three years of full food service experience including management, food preparation, handling, ordering, and compliance with health and safety regulations, and must obtain Food Handlers Permits from the Muhlenberg County Health Department within 30 days of hire and comply with the Kentucky Food Establishment Act and State Retail Food Code. All canteen staff must obtain anti-terrorism training provided online by the Department of Military Affairs, estimated at 30 minutes to 2 hours. Proposals will be evaluated on a 100-point scale comprising proposal amount (monthly rental rate) at 70 points, offeror references and operational plan at 15 points, and financial information at 15 points, with the award going to the responsive and responsible offeror offering the best value. The proposal closing date is April 29, 2026, at 3:00 p.m., with mandatory site visits required no later than April 17, 2026, and the resulting lease agreement will commence upon execution for an initial one-year term with options to renew for four additional one-year periods, provided no extension extends beyond December 31, 2031.
No set-aside designations or restrictions on organization types are specified in the available solicitation documents. The minimum acceptable monthly rental rate is $100.00, with all rent and utility payments due in advance by the first of each month; a $1,000.00 refundable proposal deposit via certified or cashier's check is required at submission. The lessor will provide existing equipment including a three-compartment sink, stoves, freezers, coolers, and other fixtures, while the offeror is responsible for all content insurance, janitorial services, and janitorial-related maintenance. Utilities are billed at a flat rate of $500.00 per month covering water, electricity, gas, phone, and trash disposal, in addition to the offeror's proposed monthly rent amount, with the lessor responsible for heating and air conditioning costs. Offerors must obtain commercial general liability insurance with minimum limits of $1,000,000.00 per occurrence and $2,000,000.00 aggregate, and automobile liability insurance if applicable, naming the Commonwealth and its agents as additional insureds. No incumbent vendor or current contractor information is listed in the available documents, and no specific contract award value or budget range is provided beyond the $100.00 minimum monthly rental rate requirement.
