About this file

This is Amendment No. 1 to Request for Proposal #042926 issued by the State of Kentucky for the operation of canteen services at the Wendell H. Ford Regional Training Center. The amendment corrects a typographical error in the proposal closing date, which was originally listed as Wednesday, April 29, 2029 at 3:00 p.m. and is hereby corrected to Wednesday, April 29, 2026 at 3:00 p.m. All other terms and conditions of the original RFP remain in effect.

The amendment addresses two key clarifications received from prospective bidders. First, the $500 monthly utility fee is in addition to the offeror's proposed monthly rent amount, meaning successful offerors must pay both the monthly utilities charge and their bid rental price as proposed on page 22 of the original RFP. Second, regarding the anti-terrorism class requirement identified in the RFP, the Department of Military Affairs will provide an online training course to the successful offeror, with an estimated completion time of 30 minutes to 2 hours, covering anti-terrorism topics including detection, avoidance, and reporting procedures.

The following are questions that have been received in response to the solicitation:

1. Is the $500 monthly for utilities in addition to the Offeror’s proposed monthly rent amount?

Official answer: Yes; the $500.00 per month fee covers utilities only. The successful Offeror shall pay monthly $500.00 plus the Offeror-bid rental proposed on page 22 of the RFP.

2. Could you provide additional information on the anti-terrorism class identified in the RFP?

Official answer: The training is an online course that the Department of Military Affairs will provide the successful Offeror. The online training should take between 30 minutes to 2 hours to complete and covers anti-terrorism topics such as detection, avoiding, and reporting.
