About this opportunity

Griffin-Spalding County School System is issuing a Request for Proposals for a Unified School Safety and Security Platform designed to consolidate video surveillance management, door entry intercom systems, access control, and environmental sensors into a single integrated solution. The District seeks a comprehensive platform capable of managing 1,475 existing cameras across 44 schools and facilities, replacing 21 Aiphone intercom systems while adding 12 new systems for a total of 33, and modernizing approximately 110 doors currently utilizing Kantech access control through phased replacement. Phase 1 (required) encompasses video platform infrastructure and License Plate Recognition deployment using 53 existing LPR cameras with provisions for additional units; Phase 1.1 (required, separate pricing) covers door entry intercom systems; Phase 2 (optional) addresses district-wide camera replacement with facial recognition; Phase 3 (required) establishes phased access control modernization supporting a one-badge transition with existing P20DYE credentials; and Phase 4 (optional future) includes environmental sensor integration. The mandatory pre-proposal meeting and site walk is scheduled for March 10, 2026, at 9:00 a.m. at Griffin High School, with written questions due by March 16, 2026, and district responses provided March 19, 2026. Proposals are due March 27, 2026, by 4:00 p.m. EST and should be submitted via email to lonny.harper+RFP@gscs.org. Proposers must demonstrate authorized reseller or certified partner status and provide at least three K-12 implementations of similar complexity, including one with third-party camera bridging at scale and one with phased access control migration experience. The solution must comply with strong cybersecurity requirements including TLS encryption in transit and at rest, support Active Directory synchronization with role-based access control, provide 24/7/365 technical support, and include preferred certifications such as UL/cUL 62368-1, ISO 27001, ISO 27017, and ISO 27018. Pricing must be structured as separate line items for each phase with detailed itemization of hardware, software, licensing, installation labor, training, and five-year total cost of ownership. Top three proposers will be invited to conduct a one-month Proof of Concept evaluation from April 6 to May 4, 2026, with final award recommendation scheduled for May 11, 2026, and Board approval by May 26, 2026.

The RFP does not specify set-aside designations or disadvantaged enterprise restrictions, and no such limitations appear to be imposed on eligible respondents. The District currently operates 89 NVR/recording devices and existing infrastructure including Kantech access control systems and Aiphone intercom systems that must be integrated or replaced through the phased approach outlined. The solution must support a minimum 30-day recording retention with optional 45-, 60-, and 90-day scenarios and accommodate LPR data management with role-based access restrictions and comprehensive audit logging. No incumbent vendors are identified in the procurement documents, and no specific budget range or award value is disclosed; however, the comprehensive scope encompassing video surveillance, intercom systems, access control modernization across 44 facilities, and environmental sensor integration suggests a substantial contract value. The District emphasizes that all implementation work must be turnkey, including installation, configuration, documentation, and acceptance testing, with evaluation conducted using a 100-point scoring rubric supplemented by hands-on Proof of Concept evaluation of finalists.
