About this opportunity
Clayton County Public Schools is requesting proposals for eBook and Digital Content Distribution Services under RFP 001-27, with proposals due November 4, 2026 at 3:00 p.m. EST and a pre-proposal conference on October 7, 2026 at 10:00 a.m. EST via Zoom. The District requires compliance with Georgia's Small Local Business Enterprise (SLBE) Program, with SLBE participation weighted at 5% of evaluation.
CCPS seeks an end-to-end digital reading platform featuring eBook and audiobook licensing, automated MARC record integration, and advanced digital resource management to support the District's Media Services Department across 67 schools serving over 50,000 students. Proponents must demonstrate a minimum of three years' experience providing eBook and Digital Content Distribution Services for organizations of similar size and complexity in public sector or similarly complex environments and must have capacity to serve all CCPS school media centers concurrently.
The initial contract term is one year, automatically renewable for four successive one-year terms on the same terms and conditions, with services terminating on June 30th of each year per O.C.G.A. 20-2-506(b). Payment is monthly within thirty days of invoice receipt or service delivery, whichever is later, via electronic payment or check. CCPS is exempt from federal excise tax and Georgia sales tax.
Proponents must submit proof of business authorization in Georgia, current business licenses, and evidence of comprehensive general liability insurance of $1 million minimum. Performance bonds and payment bonds at 100 percent of contract value are required upon award. The cost proposal must include an hourly fee schedule for work outside the scope of services and be submitted separately from the technical response. Proposals must be submitted online through the Bonfire portal; late responses will not be considered.
Evaluation weighting is Executive Summary (5%), Methodology and Technical Ability (25%), Experience and Qualifications of Key Staff (20%), Experience and Performance on Other Projects (15%), Organization and Financial Capability (10%), Cost Proposal (25%), SLBE participation (5%), and Oral Presentations (10%). Questions are due October 16, 2026 at 3:00 p.m. EST, with answers posted by October 28, 2026. Responsive proponents may be required to participate in oral presentations or demonstrations on December 2–3, 2026. CCPS intends one award but reserves the right to make multiple awards or no award.
