About this opportunity
California's Governor's Office of Land Use and Climate Innovation (LCI) is requesting offers for web development, hosting, and modernization services for the Adaptation Clearinghouse platform (resilientca.org) under RFO 25-004, with offers due June 8, 2026 at 3:00 p.m. Pacific Standard Time. The incumbent contractor, UC Berkeley, is ineligible to respond.
All offerors must hold a current Information Technology California Multiple Award Schedule (CMAS) agreement at submission, with proposed staff assigned CMAS job titles and rates not exceeding approved CMAS maximums. Offerors must demonstrate a minimum of five years of documented experience providing web application hosting and maintenance services for public-facing websites in cloud-hosted environments (AWS, Microsoft Azure, or comparable platforms) and three years of experience implementing website infrastructure upgrades, cloud migrations, platform rearchitecture, accessibility remediation, and security or compliance improvements for government or public-sector information technology standards. At least one successfully completed similar project is required; ongoing work cannot satisfy the completion requirement.
The scope encompasses platform hosting, migration, infrastructure support, project management, technical coordination, and content management services for California's centralized online repository for climate adaptation planning resources. The contractor will provision and manage its own hosting environment compliant with State of California security, accessibility, privacy, California Department of Technology (CDT), and California CloudSmart requirements. The existing platform uses a custom Django-based application with SQLite and SpatialLite for geospatial functionality on AWS (approximately $500 monthly in current hosting costs). Contractors may propose alternative technology stacks, content management systems, or State-compliant cloud platforms provided they preserve core platform functionality. All work products, source code, documentation, and intellectual property shall be exclusive property of the State.
The contract term is 12 months from June 30, 2026 through June 29, 2027, with two optional one-year extensions at originally agreed-upon hourly rates. The estimated contract value shall not exceed $250,000 for the base 12-month term. The structure is time-and-materials with monthly invoicing in arrears at Net 45 terms; all costs for hosting, infrastructure, software licensing, monitoring, security, and operations must be included within proposed hourly rates. Part-time and shared resources are acceptable across five required functional roles (IT Technical Lead, Systems Engineer, Security Analyst, Business Analyst, Project Manager); a single qualified individual may perform multiple roles. Award will be based on best value: technical response and cost worksheet each carry 40 and 60 points respectively, while resumes must meet pass/fail criteria. Questions were due May 28, 2026 (answered May 29). The anticipated review period is June 9–19, 2026.
