Governor’s Office of Land Use & Climate Innovation RFO 25-004 Adaptation Clearinghouse Modernization Services

1. GENERAL INFORMATION

A. PROJECT OVERVIEW

The Governor’s Office of Land Use and Climate Innovation (LCI or State) is issuing this Request for Offer (RFO) to obtain qualified professional services to support the continued operation, maintenance, hosting, migration, enhancement, and development of the Adaptation Clearinghouse (ResilientCA.org). The Adaptation Clearinghouse is the State of California’s centralized, searchable database of climate adaptation resources that supports local, regional, and statewide adaptation planning and decision-making. The platform is owned and administered by LCI, which is responsible for ensuring that the Clearinghouse remains accurate, reliable, secure, accessible, and responsive to the needs of California’s climate resilience community.

The selected Offeror will provide professional services to support the Adaptation Clearinghouse, hereinafter referred to as the “Project.” The Project includes migration of the existing Adaptation Clearinghouse environment, currently hosted on Amazon Web Services (AWS) and managed by the current vendor, to a secure hosting environment provided and managed by the Contractor. The Contractor shall provide ongoing hosting, infrastructure support, platform maintenance, troubleshooting, technical support, design and structural updates, user experience improvements, and implementation of new features and functionality necessary to maintain a stable, modern, and user-friendly platform.

Project responsibilities also include integrating and maintaining new content, tools, and resources associated with LCI climate adaptation initiatives, including but not limited to the Climate Change Assessment, Adaptation Planning Guide, Climate Ready Cohort, and related adaptation planning resources. The Contractor shall ensure continuity of operations throughout the migration and maintenance period and shall coordinate with LCI and the current vendor to support a successful platform transition.

All hosting, infrastructure, maintenance, and development activities performed under this Agreement shall comply with applicable State of California information technology, accessibility, privacy, records retention, and security requirements, including California Department of Technology (CDT) and CloudSmart standards, as applicable.

The specific services, service areas, and tasks required under this RFO are defined in the Sample Agreement, Attachment 15. Offerors must review the Sample Agreement and ensure that proposed staff possess the skills, knowledge, abilities, and experience necessary to professionally and effectively perform the services and tasks described therein.

B. BACKGROUND

The Adaptation Clearinghouse (ResilientCA.org) is California’s centralized online repository for climate adaptation planning resources, tools, guidance documents, case studies, and technical information that support climate resilience efforts throughout the State. Established pursuant to California Public Resources Code Section 71360, the Adaptation Clearinghouse supports local governments, regional collaboratives, State agencies, tribal partners, community-based organizations, researchers, and other stakeholders engaged in climate adaptation and resilience planning activities.

The Project currently operates within a custom Django-based web application environment hosted on Amazon Web Services (AWS) and maintained through external contractor support. The platform was developed to provide a centralized, searchable database of climate adaptation resources that can be updated and maintained by non-technical staff through a custom content management structure.

Over time, the Project has experienced increasing operational, infrastructure, and maintenance challenges, including service interruptions, degraded performance caused by automated bot traffic, increasing security and compliance requirements, and limitations associated with long-term platform sustainability and supportability.

LCI continues to expand the State’s climate adaptation portfolio through initiatives such as California’s Climate Change Assessment, the Adaptation Planning Guide, Climate Ready Cohort resources, and related climate resilience and planning efforts. These initiatives require ongoing integration of new content, tools, resources, and user-facing functionality within the Project. As the volume and complexity of information continue to increase, LCI requires a stable, scalable, secure, and accessible platform capable of supporting long-term operational needs and increasing public demand.

Due to the specialized architecture and technical requirements of the existing platform environment, LCI seeks qualified professional services to support hosting transition activities, ongoing maintenance, infrastructure improvements, platform enhancements, technical support, and related modernization efforts necessary to ensure continued reliability, security, accessibility, and compliance with applicable State technology standards, including CDT and California CloudSmart requirements, State security and privacy policies, accessibility requirements, and other applicable State information technology standards and governance requirements.

In the event that rearchitecture or migration of the existing platform environment is required, the Contractor may be required to support transition and implementation activities within a State-approved cloud environment, including Microsoft Azure or other infrastructure approved by LCI and CDT. Any proposed infrastructure, hosting, or architectural changes shall be coordinated with LCI and applicable State technology stakeholders to ensure long-term operational sustainability and compliance with State standards.

Through this RFO, LCI seeks qualified professional services to support the continued operation, maintenance, modernization, and long-term sustainability of the Project while ensuring uninterrupted public access to California’s climate adaptation planning resources.
