About this opportunity

The Port Authority of New York and New Jersey has issued Request for Industry Feedback (RFIF) #6000003227 for the AirTrain JFK New Vehicle Procurement Program, seeking early-stage industry input to inform future procurement documentation for replacement and expansion of the AirTrain automated people mover system. This pre-procurement feedback phase solicits input from firms with expertise in automated people mover systems, light rail vehicle procurement, design-build delivery, operations and maintenance, and airport infrastructure. The Port Authority seeks to expand the existing fleet from 32 Innovia Metro ART 200 vehicles currently in service since 2003 to 56 vehicles by 2045 to accommodate forecasted passenger growth at JFK Airport. Respondents should address proposed delivery models including standalone vehicle procurement, bundled packages with maintenance facilities, or design-build consortiums; manufacturing capacity and locations; technical specifications and propulsion options; integration with existing Linear Induction Motor technology or alternative propulsion systems; platform screen door compatibility; automatic train control system integration; fleet transition strategies; and lifecycle cost benchmarks. The deadline for questions is March 16, 2026, with responses due by March 30, 2026. The Port Authority may invite qualified respondents to one-on-one meetings during April 2026, which may include an optional tour of the existing AirTrain system. This RFIF is strictly an information-gathering exercise with no guarantee of contract award or procurement advancement, and all submitted materials become the property of the Port Authority.

The Port Authority encourages participation from minority business enterprises and women business enterprises in this feedback process. Respondents are required to provide examples of past comparable projects with detailed reference information to demonstrate relevant experience. The existing infrastructure utilizes Innovia Metro ART 200 vehicles that currently serve approximately 25 million passengers annually at JFK Airport, which collectively handles over 62 million passengers annually. Any future procurement will need to integrate with the existing Linear Induction Motor technology or accommodate alternative propulsion systems, and must be compatible with current platform screen door and automatic train control systems. This opportunity is part of the Port Authority's $45 billion 2026-2035 Capital Plan for JFK Airport improvements. Interested parties must submit feedback electronically via Bonfire, with technical questions directed to bids@panynj.gov or (212) 435-4600. No pricing proposals are required for this feedback phase, and the Port Authority assumes no liability for respondent costs associated with participation.
