About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Office of Statewide Accounting Services, is issuing RFI 758 2700000006 to solicit vendor input on solutions to replace or enhance the reporting component of the state's Enterprise Resource Planning system, with responses due October 2, 2026 at 3:30 PM ET.

This is a discovery-phase RFI; the Commonwealth is not committed to issuing a subsequent RFP, awarding a contract, or reimbursing response preparation costs. Vendors are explicitly prohibited from providing quotes or bids. The state will use all system ideas or adaptations contained in vendor responses and will disclose submitted documents as public records under Kentucky Open Records Law.

The current reporting environment operates on premises with an Oracle database, data warehouse, and SAP BusinessObjects 4.3, serving approximately 2,500 enterprise users with approximately 5,000 Web Intelligence documents. The Commonwealth intends to retain Oracle as its core financial data repository while evaluating modern reporting tools that support enhanced dashboards, data visualizations, and self-service reporting capabilities alongside traditional transactional reporting.

Vendor responses must address firm information, qualifications and experience with government or public-sector implementations, solution overviews, reporting capabilities, technical architecture, security and compliance measures, implementation approaches, and estimated cost information. Critical to responses is explicit confirmation of compatibility with the Microsoft Government Community Cloud (GCC) environment, including identification of any limitations or dependencies.

Written questions are due by 8:00 AM ET on September 9, 2026, with Commonwealth responses provided in an addendum by September 16, 2026. Vendors must submit responses electronically through the state's eProcurement system after registering in the Vendor Self Service portal. The solicitation contact is Lana Durbin at 502-782-5341.
