About this opportunity
The Nevada Department of Corrections is issuing RFI 44DOC-S3407 to identify qualified vendors for secure photo-processing, screening, and delivery services for incarcerated individuals, with responses due October 29, 2026 at 3:00 p.m. Pacific Time. This is an information-gathering exercise — no contract award will result from this RFI; NDOC will analyze aggregate vendor responses for budget justification or to develop a subsequent RFP.
Vendors must demonstrate a minimum of five years in continuous business operation, preferably with experience serving correctional, jail, or other secured government facilities. NDOC requires at least five references from correctional institutions currently using the vendor's services, or alternatively documented operating history, annual revenue, transaction volume, customer ratings, and evidence of service performance at correctional facilities.
The scope includes automated content screening for photographs; physical printing in 4x6, 5x7, 5x8, and 8x10 inch formats; and greeting card production for recognized religious and national holidays. Services must incorporate chain-of-custody management, institution-specific sorting and pre-sorting by housing unit and cell number, shipment tracking with notifications, automated order verification, and duplicate-detection systems to prevent the same image from being mailed to multiple individuals across facilities. Vendors must maintain documented returns and disposal policies compliant with NDOC requirements.
No established cost has been set for this service. Responses must include a cover letter, complete RFI response packet addressing all scope of work sections, technology descriptions, workflow documentation, tracking tool examples, and pricing models. All submissions are confidential and must be made through nevadaepro.com in PDF or Microsoft Word format. Questions are due October 19, 2026 at 4:00 p.m. Pacific Time, with answers posted on or about October 23. Contractors must comply with Nevada's non-discrimination requirements under NRS Chapter 613, agree not to engage in boycotts of Israel per NRS 333.338, and protect sensitive personal information through encryption per NRS 603A.215.
