Project overview

The Nevada Department of Corrections (NDOC) is issuing this Request for Information (RFI) to identify qualified vendors capable of providing secure, compliant, and efficient photo-processing services and the associated costs for incarcerated individuals.

Requesting agency background

NDOC seeks information regarding vendor capabilities in screening, printing, packaging, and delivering physical photo materials while maintaining full institutional security and compliance with departmental standards.

Scope of work

The proposed system must be able to meet the following minimum requirements

Prohibited Content

Vendors shall utilize automated technology capable of identifying and flagging images that contain prohibited content, including sexually explicit material, gang-related imagery, violence, drug-related activity, or any content that threatens institutional safety or orderly operations.

Departmental Authority

NDOC retains final authority to approve or reject any submitted photo based on safety, security, or operational needs.

Vendor Compliance Requirements

Vendors must adhere to all NDOC policies regarding prohibited imagery. Automated screening shall not replace NDOC’s authority to conduct final review.

Physical Specifications and Inspection Requirements

Format Requirements Only standard loose photo prints are permitted. All images must be unbound to allow full inspection.

Photo Dimensions Authorized photo print sizes include 4x6, 5x7, 5x8, and 8x10 inches.

Greeting Cards Vendors may provide 5x7 and 5x8 greeting cards for all recognized religious or national holidays in accordance with NDOC Administrative Regulation (AR) 810. Please specify whether the greeting card dimensions refer to the folded or fully open card.

Identification Requirements Each photo must indicate the recipient’s full name, NDOC identification number, and date of printing/processing.

Operational Logistics and Security Requirements

Chain of Custody Vendors must maintain a sealed, verifiable chain of custody for all shipments.

Logistics and Sorting Requirements All photo shipments must be pre-sorted by institution, housing unit, and cell number.

Tracking and Notification Vendors shall provide shipment notifications including tracking numbers, estimated delivery dates, and package summaries.

Automated Order Verification System must use digital verification to confirm quantity accuracy, correct sizing, and proper labeling.

Duplicate Detection System must have an automated identification and alert when duplicate photos are mailed to multiple individuals, as well as when a sender sends them to multiple individuals within one facility or across NDOC facilities.

The detection should cover exact duplicates and modified versions, such as cropped or resized images within individual facilities or across NDOC Facilities.

Returns and Disposal Policy Vendors must maintain a documented returns and disposal policy consistent with NDOC requirements.

Vendor Qualifications

The Vendor must have been in continuous business operation for a minimum of five (5) years, preferably with demonstrated experience providing services to correctional, jail, or other secured government environments.

Provide at least five (5) references from correctional institutions currently using their services.

Alternatively, NDOC may accept a combination of documented operating history, annual revenue, transaction volume, customer ratings, and evidence of service performance at correctional facilities as an alternative to providing five (5) institutional references.
