About this opportunity

The Nevada Department of Corrections (NDOC) issued Request for Information (RFI) 44DOC-S3623 to solicit qualified vendor information regarding the modernization and replacement of its current Offender Management System (OMS). The RFI is being conducted by the Nevada State Purchasing Division on behalf of NDOC and seeks a comprehensive, secure, and scalable solution to support the complete offender lifecycle from intake through release across multiple facilities housing over 10,000 offenders. The system must support critical functions including classification, sentence management, movement tracking, medical and mental health information, programming, case management, discipline, grievance tracking, victim services, investigations, and community supervision coordination, while serving approximately 2,800 system users. Required deliverables include a cloud-capable system with role-based access control, API capabilities, mobile functionality, audit trails, automated notifications, electronic forms, and configurable workflows, all compliant with CJIS, PREA, HIPAA, ADA, and Nevada security standards. The RFI response deadline is January 22, 2026, at 2:00 PM Pacific Time, with questions due by January 2, 2026, at 4:00 PM PT and answers posted by January 6, 2026. Responses must be submitted through nevadaepro.com with technical and cost information in separate, confidential attachments. The RFI does not constitute a solicitation for bids or proposals and will not result in an immediate contract award; rather, vendor responses will inform development of a future competitive procurement. All responses must include cost estimates to support future funding justification and RFP development.

The current OMS incumbent vendor is Syscon, a division of Harris Computer, though vendors should note this RFI is intended to identify qualified replacements or upgraded solutions. No specific procurement set-asides for disadvantaged enterprises are detailed in the RFI documents; however, vendors must comply with standard Nevada procurement requirements, including registration on nevadaepro.com, possession of a Nevada business license, active entity registration in sam.gov, and agreement not to boycott Israel. Nevada-based businesses receive a five percent preference pursuant to Nevada Revised Statutes sections 333.3351 to 333.3356, and vendors whose home states apply in-state preferences may qualify for an inverse preference. Vendors must provide confidential business information including Dun and Bradstreet numbers, two years of profit and loss and balance statements, and disclosure of any prior contract failures, litigation, or conflicts of interest. NDOC's existing OMS environment is aging, highly customized, and increasingly difficult to support, limiting data accuracy, reporting capabilities, and integration with internal and external partners; therefore, the modernized system must accommodate data migration from the legacy Syscon system. The RFI does not specify an overall contract value or budget range; pricing is expected to be determined through the proposal evaluation process following the RFI information-gathering phase. Awarded vendors must maintain data encryption and keep all State data assets within the United States.
