About this opportunity

The State of Utah, specifically the Division of Purchasing, is issuing a Request for Information (RFI) regarding the feasibility study for a potential merger of three state agencies: the Division of Licensing and Driving (DLD), the Department of Motor Vehicles (DMV), and the Motor Vehicle Enforcement Division. This RFI is contingent upon the passage of Senate Bill SB0237 and is designed to solicit vendor input, comments, and suggestions regarding the cost and scope of conducting a comprehensive feasibility study examining the consolidation of these three entities. The primary objectives include obtaining vendor perspectives on the study's feasibility, determining whether to proceed with a formal invitation for bids or request for proposals, and generating interest among potential vendors. The RFI deadline is February 17, 2026, with the posting date of February 6, 2026, providing respondents with an 11-day window to submit input. Vendors must submit responses during the designated timeframe and may submit questions during a specified question-and-answer period, though the RFI explicitly prohibits direct contact with the State. This is not a procurement process and cannot be used to award contracts or enter into binding agreements; rather, it serves an informational function to assess market interest and capability.

The RFI does not specify set-aside designations, disadvantaged enterprise restrictions, or limitations on respondent eligibility based on organizational type, meaning responses are likely open to all qualified vendors. No incumbent vendors or current contractors are identified in the available documentation. Respondents may submit trade secrets and commercial financial information with confidentiality protection claims under Utah Code provisions 63G-2-305 and 63G-2-309 by completing the provided Claim of Business Confidentiality form and submitting both redacted and non-redacted versions of their proposals; however, submission of a confidentiality claim does not guarantee protected status if the State receives subsequent public records requests under GRAMA. No specific budget range or award value is disclosed in this RFI, as the primary purpose is to gather information that will inform subsequent procurement decisions. All communications must occur through RFI responses or designated question-and-answer periods, with vendors instructed to refrain from contacting the State directly outside these channels.

Opportunity text

It's an RFI related to bill SB0237 if passed; in relation to the cost of completing a feasibility study. https://le.utah.gov/~2026/bills/static/SB0237.html This study would look into potentially merging DLD, DMV and the Motor Vehicle Enforcement Division. The purpose of this RFI is to: obtain information, comments, or suggestions from potential vendors before issuing an invitation for bids or request for proposals; determine whether to issue an invitation for bids or a request for proposals; and generate interest in a potential invitation for bids or a request for proposals. Vendors should not contact the State regarding this RFI. All communication should be either by responding to this RFI or by submitting a question during the question and answer period. This RFI is not a procurement process and may not be used to make a purchase or enter into a contract. A procurement unit is required to use a standard procurement process, or comply with an exception to the requirement to use a standard procurement process described in Part 8, Exceptions to Procurement Requirements, in order to make a purchase or enter into a contract. A response to a request for information is not an offer and may not be accepted to form a binding contract. Information submitted to or by a governmental entity in response to a request for information is protected under Section 63G-2-305.
