About this opportunity

The Massachusetts Department of Transportation (MassDOT) is issuing a Request for Information on Safety Incident Reporting solutions to modernize the Highway Division's paper-based employee injury investigation process, with responses due August 7, 2026 at 5:00 p.m. via COMMBUYS. This is an informational RFI with no obligation to issue a subsequent solicitation and no competitive advantage or disadvantage for respondents in future procurements.

MassDOT seeks vendor input on approaches, capabilities, solutions, and pricing structures to transition to a digital, centralized system. The solution must support configurable digital forms with structured fields and narrative inputs, mobile accessibility with offline-sync capability for areas with limited connectivity, centralized data storage with search and reporting functions, analytics to identify patterns and contributing factors across incidents, and integration with other internal systems. Respondents should demonstrate the ability to leverage aggregated incident data from other agencies and states.

Respondents must provide an overview of the proposed solution, implementation timeline with key milestones, price-structure information (not actual cost or fee figures), and examples of similar implementations or relevant experience with incident management or EHS platforms. Submissions are limited to twenty-five pages with the responding entity's official name and consecutive page numbering on the first page. MassDOT may invite selected respondents to capability briefings or demonstrations and may request additional information during review.

All responses become public records under Massachusetts General Laws Chapter 66 Section 10 and the property of MassDOT. Respondents bear all costs associated with RFI preparation. The current environment is characterized by no centralized data storage or analytical capabilities, limiting trend identification and risk-factor analysis across incidents.
