About this opportunity

The Town of Parker, Colorado is requesting information on community development technology solutions through RFI 26-011, with responses due June 19, 2026 at 10:00 a.m. MST. This is an information-gathering phase to evaluate potential optimization or replacement of the town's existing permitting, planning and zoning, inspections, code enforcement, plan review, licensing, and customer service systems; no contract award or future RFP is guaranteed.

The town seeks vendor input on Enterprise Resource Planning and Community Development software solutions that integrate with its existing technology ecosystem: TRAKiT, Bluebeam, Laserfiche, Esri ArcGIS, CivicPlus, and departmental applications. Responses must address module and functionality availability across six functional areas (Planning & Zoning, Permitting and Inspections, Electronic Plan Review, Code Enforcement, Public Portal, and GIS Integration); implementation approach including deployment options, project team roles, and phased timeline; one-time and recurring costs for software licensing, professional services, training, hardware, travel, interface development, and data conversion; vendor experience and competitive differentiators; data migration strategy and legacy system retention; and integration approach for existing systems.

The town operates at significant scale: 72,147 residents, fiscal year 2025 budget of $328.46 million, 3,984 building permits, 33,299 construction inspections, and 16 zoning cases annually. Vendors must submit responses electronically through the Euna Procurement Portal. Questions are due June 12, 2026 at 10:00 a.m. MST. BerryDunn, LLC is supporting the town's evaluation and planning process. The town explicitly notes that responses are for information purposes only and vendors should not provide actual quotes or bids.
