About this file

This is a Request for Information (RFI) issued by the Town of Parker, Colorado, in collaboration with Berry, Dunn, McNeil & Parker, LLC (BerryDunn), to evaluate community development technology solutions for potential optimization or replacement of the Town's existing technology environment. The RFI solicits vendor information regarding Community Development software solutions that would support permitting, planning and zoning, inspections, code enforcement, plan review, licensing, reporting, and customer service functions. The Town currently operates a combination of systems including TRAKiT, Bluebeam, Laserfiche, GIS-related tools, spreadsheets, and email. The RFI was distributed on May 22, 2026, with a deadline for submitting questions on June 12, 2026, at 10:00 a.m. MST, and a submission deadline of June 19, 2026, at 10:00 a.m. MST. Responses must be submitted electronically through the Euna Procurement Portal. The RFI encompasses six functional areas: Planning & Zoning, Permitting and Inspections, Electronic Plan Review, Code Enforcement, Public Portal, and GIS Integration.

Vendors are required to provide information across six worksheets addressing module and functionality availability, implementation approach and timeline, cost estimates, informational questions, and recommendations for the Town's future systems environment. Cost estimates should be detailed for Software-as-a-Service (SaaS) deployment and include software licensing fees, professional services, hardware, travel expenses, interface development, data conversion, recurring costs, and optional services. The Town explicitly states this RFI does not constitute a commitment to award a contract, issue a future RFP, or pay for response preparation, and vendors are instructed to abstain from providing actual quotes or bids. The Town serves a population of 72,147 with a fiscal year 2025 budget of $328,460,952 and processes significant operational volumes, including 3,984 building permits, 33,299 construction inspections, and 16 zoning cases annually. No prequalification process has been employed, and responding vendors are not guaranteed selection for any subsequent procurement opportunities.

Cover Sheet https://parkeronline.bonfirehub.com/portal/?tab=openOpportunities mailto:cellis@parkeronline.org

The Town of Parker, Colorado (Town), retained Berry, Dunn, McNeil & Parker, LLC (BerryDunn) to help evaluate and plan for the optimization and/or replacement of its existing technology environment through a broader Enterprise Resource Planning (ERP) needs assessment. As part of this effort, the Town is evaluating its current community development technology environment and exploring potential solutions to better support permitting, planning and zoning, inspections, code enforcement, plan review, licensing, reporting, customer service, and related community development functions.

Currently, the Town’s community development environment is supported by a combination of systems and tools, including but not limited to TRAKiT, Bluebeam, Laserfiche, GIS-related tools, spreadsheets, email, and other departmental or supporting applications. While these tools support current operations, the Town is seeking information from the vendor marketplace to better understand available Community Development software solutions, implementation considerations, integration capabilities, customer portal functionality, mobile inspection tools, reporting capabilities, and opportunities to streamline workflows across departments.

This issuance of this RFI does not constitute a commitment to issue a request for bids/proposals, award a contract, or pay any costs incurred in preparation of a response to this RFI. The Town requires that all responding vendors abstain from providing any actual quotes or bids in response to this RFI. Pricing, if offered, should be general and is intended to help the Town prepare internal budgetary estimates, inform internal resource and staff planning levels, and educate Town staff on available solutions in the marketplace.

Any information received in response to this will assist the Town’s leadership and project team in determining the Town’s next steps regarding modernization efforts. Information from this RFI may assist the Town in finalizing the scope of work and requirements which may be included at a future date in the issuance of a Request for Proposals (RFP). Submitting a response to this RFI is not a guarantee in any way that a vendor will be selected for any subsequent RFP, nor does it preclude any vendor from responding to future procurement opportunities.

The functional areas in scope of the RFI include the following:

System Functional Areas

1 Planning & Zoning

2 Permitting and Inspections

3 Electronic Plan Review

4 Code Enforcement

5 Public Portal

6 GIS Integration

As part of this phase of the project, BerryDunn is contacting the vendor community to understand the availability of modules, functionality, and the related timeline and cost with implementing a new system(s). Information collected from this will inform the Town’s future planning process.
