About this opportunity

The Oregon Health Authority (OHA) is seeking proposals for the Jackson County Mobile Dental Van Expansion grant opportunity, soliciting applications from dental care organizations, private dental clinics, Federally Qualified Health Centers (FQHCs), and other healthcare organizations. The primary objective is to augment or create a mobile dental van program that addresses oral health disparities by providing comprehensive preventative oral health services in Jackson County. Proposers must demonstrate organizational capacity to implement the project, develop a detailed 24-month sustainability plan, and create an evaluation framework to be submitted semi-annually to OHA's Clinical Supports, Integration, and Workforce Unit. The proposal evaluation will be scored across three key areas: Project Abstract Summary and Problem Statement (10 points), Organizational Capability (20 points), and Evaluation Plan (10 points). Critical deadlines include a proposal submission due date of December 12, 2025, at 3:00 p.m. PST through the OregonBuys e-procurement system, with questions required by December 3, 2025, at 1:00 p.m. The grant evaluation panel will review proposals from December 19, 2025, through May 16, 2025, with proposers notified of selection decisions by December 23, 2025, and grant agreement development occurring from December 24, 2025, through December 31, 2025.

The grant opportunity is open to a wide range of healthcare organizations, with a preference for entities that already have established mobile dental van programs elsewhere in Oregon. Recipients must meet specific requirements, including maintaining $1,000,000 per occurrence and $2,000,000 in aggregate Commercial General Liability and Professional Liability Insurance, and being registered with the Oregon Secretary of State Business Registry. The OHA will provide a one-time payment of $70,000 to a single recipient to procure equipment, recruit staff, and subsidize oral health service costs. Grant recipients will be required to attend bi-monthly check-ins with OHA staff, provide annual expenditure reports and patient utilization reports, and promptly communicate any project barriers. The grant is supported by federal funds (Assistance Listings number 93.236) and will require compliance with federal and state requirements, including Medicaid services standards and comprehensive record-keeping for six years following final disbursement. Organizations must also commit to non-discrimination guidelines and demonstrate financial investment beyond the grant funds sought.
