About this opportunity
The State of Oregon Department of Human Services, Office of Self-Sufficiency Programs, Refugee Program is requesting grant proposals for financial assistance to HR1-impacted refugees and humanitarian immigrants statewide, with proposals due July 31, 2026 at 3:00 p.m. Pacific Time.
The program will award up to four grant agreements. Eligible applicants must be registered as nonprofits with the Oregon Secretary of State's Corporation Division and demonstrate three years of experience serving refugees and humanitarian immigrants. Services target individuals residing in Oregon with qualifying immigration statuses who have been in the United States for 60 months or less and have experienced losses or reductions in SNAP benefits due to federal eligibility changes under HR1. Services include financial assistance, case management, outreach, and navigation support statewide.
The total program budget is $2 million, with each grant agreement no less than $500,000. Administrative costs are capped at a flat rate of 15% of the total grant amount; the remainder must be directed to direct financial assistance. The initial term is one year with options to renew up to a maximum of five years. Funds disburse in four quarterly payments of 25 percent each, contingent upon 90% expenditure of previously disbursed funds. Monthly financial and narrative reports are due by the eighth day following each month, with yearly narrative reports due by July 15th of each fiscal year.
Evaluation is based on 150 total points: key personnel qualifications (20 points), organizational structure and experience (50 points), project management and reporting capabilities (40 points), collaboration plan (30 points), and references (10 points). A pre-proposal conference is scheduled for July 8, 2026 at 11:00 a.m. Questions are due July 21, 2026 at 3:00 p.m. The Notice of Intent to Award is anticipated August 25, 2026. Contact Sharon M. Landis, Contract Specialist, at sharon.m.landis@odhsoha.oregon.gov or 971-208-4151.
