The project involves fabrication and installation of two metal canopy structures totaling 882 square feet, featuring reinforced concrete drilled pier foundations, structural steel columns and beams (HSS sections), and metal roof decking designed in accordance with the International Building Code 2021 and engineering specifications prepared by Synergy Structural Engineering, Inc. All written questions must be submitted by March 2, 2026, to Gaston Garcia, Procurement Specialist, and all contractors must conduct a site visit prior to proposal submission. Evaluation criteria are weighted on a 100-point scale comprising Base Price (60 points), Past Performance including project completion timeliness and workmanship quality (20 points), Safety Experience Modification Rate (10 points), and Financial Capability (10 points). The contract period runs from April 17, 2026, through April 16, 2027, with the possibility of extending for two additional one-year periods at the District's option. Vendors must provide project references, proof of Experience Modification Rate, financial statements compiled within the last 12 months, and current safety manual cover sheets, and must comply with Davis-Bacon Act prevailing wage requirements for construction projects exceeding $2,000.
The District imposes no specific set-aside designations for disadvantaged enterprises; however, vendors must comply with affirmative steps to encourage participation by small businesses, minority-owned firms, women's business enterprises (HUB), and labor surplus area firms in accordance with federal regulations. All vendors must certify compliance with federal regulations including the Buy American Act, Byrd Anti-Lobbying Amendment, EPA regulations, debarment and suspension status, equal employment opportunity standards, and prohibition on certain telecommunications equipment from covered foreign entities, as well as state certifications regarding Israel boycott prohibitions, foreign terrorist organization screening, energy company boycotts, and firearm and ammunition industry discrimination prohibitions. Liquidated damages of $250 per calendar day will be assessed for delays beyond the contractor's completion timeline. No specific award value or budget range was disclosed in the solicitation documents; however, the base proposal must include a fixed contingency allowance of $10,000.00 in addition to all costs associated with project completion, including insurance, bonds, travel expenses, specialized equipment rental, and materials.
