The scope encompasses all labor, materials, supplies, tools, and services necessary for the complete administrative building construction, including structural and architectural work across concrete, metals, wood and composites, thermal and moisture protection, openings, finishes, specialties, furnishings, fire suppression, plumbing, HVAC, electrical systems, electronic safety and security, earthwork, exterior improvements, site utilities, and communications. The project completion timeline is 730 calendar days from Notice to Proceed. Bidders must submit a comprehensive list of 35 major specified manufacturers and brand names for roofing, doors, HVAC systems, plumbing fixtures, electrical panels, fire alarm systems, and communications infrastructure, along with proposed subcontractors organized by 22 branches of work, subject to AOC approval. Alternate product approval requests must be submitted and approved prior to bid submission.

Award will be made to the lowest responsive, responsible bidder based on a scoring system allocating 90 points for cost (lump sum base bid plus accepted alternates) and 10 points for daily general conditions. The initial contract term begins upon execution and ends June 30, 2028, or upon final project completion, whichever is later, with extension options subject to written agreement and Director approval. Bid security equal to 10 percent of the bid amount is required on AIA Document A310; the selected bidder must furnish a Performance and Payment Bond equal to 100 percent of the contract sum. Prices are firm and exclude Federal Excise Taxes, Kentucky Sales Tax, and Kentucky Use Tax. Bidders must provide three current customer references and maintain authorization to conduct business in Kentucky; foreign entities must provide a certificate of authority within 14 days of bid opening or face rejection. Written questions are due November 20, 2026, with anticipated AOC responses by November 30, 2026. Award notification is anticipated December 9, 2026, with contract execution by December 30, 2026.
