About this opportunity
The County of Ventura is requesting bids on metal recycling services for scrap metal generated at County facilities, with bids due June 24, 2026 at 5:00 p.m. and questions due June 12, 2026. Award will be made to the responsive and responsible bidder offering the highest payment to the County per pound, percentage per pound, or highest revenue return overall.
Ventura County will pay the contractor based on current market value of metals as determined by the published American Metal Market (AMM) index in effect at the time of pickup. Bidders must submit pricing in either percentage format or per-pound format (Attachment F, Compensation Sheet); the County determines the final compensation basis prior to award. Critically, any bid including fees charged to the County will be deemed non-responsive. Ferrous and non-ferrous metals are the standard compensation categories. Vendor compensation is determined by Attachment F methodology; the contractor pays the County, not vice versa.
The contractor must furnish all necessary containers or roll-off boxes, ensure proper labeling and maintenance, place containers at County-designated locations (identified in Attachment D), and pick up loaded containers within twenty-four hours of notification. All loads must be weighed on a certified public scale within twenty-four hours of removal. The contractor is responsible for labor, equipment, materials, sorting, cutting, hazardous material handling including Freon removal from appliances, and cleanup. Monthly settlement reports must include gross, tare, and net weights by pickup location, AMM pricing information, and corresponding payment amounts. The County provides notification and loading; the contractor handles removal.
The contract term runs from July 1, 2026 through June 30, 2029, with options for two additional one-year extensions upon mutual agreement. The contractor must comply with California prevailing wage requirements, maintain general liability insurance with $1,000,000 combined single limit, commercial automobile liability coverage of $1,000,000, and workers' compensation coverage per California statute. The County must be named as additional insured and contractor must waive subrogation rights. Bids must remain valid for sixty days following the response due date. Submission is online only at https://ventura.bonfirehub.com/portal/?tab=login; facsimile and email are not accepted. Contact Richard Ramirez, Buyer, through the bid portal's Message tab. Bidders must submit Attachment B (company information, business history in California, three customer references, and any subcontractor listings), execute Attachment A (non-collusion affidavit), and complete all required sections.
