About this opportunity
Chemung County and the City of Elmira are soliciting bids for a comprehensive janitorial supplies contract through RFB-2806, seeking a vendor to provide approximately 186 different janitorial and cleaning products for various county departments. The procurement is structured as a Request for Bid (RFB) with a contract period from January 1, 2026, through December 31, 2026, with potential for two additional one-year extensions. Sealed bids are due by 1:45 P.M. on September 11, 2025, with a public bid opening at 2:00 P.M. via Teams, and submissions can be made electronically through the Empire State Bid System or via hard copy. Bidders must provide unit pricing, vendor item numbers, and sub-unit pricing for each item, with all bid prices required to include shipping and handling, F.O.B. to any point in Chemung County. The county will evaluate bids based on best quality at the lowest cost per use, with the flexibility to award contracts to vendors bidding on fewer than five items. Evaluation criteria include responsiveness, compliance with specifications, and overall cost-effectiveness.
The procurement does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Price adjustments are limited to one per contract year, with increases capped at the Consumer Price Index, and the county reserves the right to purchase items from alternate sources, including other county contracts, national cooperatives, or New York State contracts. As a tax-exempt entity, Chemung County will award the contract to the most responsive and responsible bidder, with the potential to not award to contractors with minimal order quantities. While specific budget ranges are not detailed, the solicitation suggests a comprehensive annual procurement of janitorial supplies across multiple county departments. The county maintains sole discretion in awarding contracts, with the ability to select the next responsive and responsible low bidder if initial awardees do not meet requirements. Vendors should be prepared to provide a continuous supply of high-quality janitorial products throughout the contract period.
Opportunity text
The County of Chemung and the City of Elmira require a continuous supply of janitorial products for various departments. It is the County's intent to enter into agreement(s) to purchase the majority of its janitorial product requirements from the vendor submitting the lowest responsible bid price for each item. The County will award to the responsive and responsible bidder proposing the best quality at the lowest cost per use for only those items for which it submits a bid price, whose proposal complies with all provisions to render it formal and legal per the specifications. Because of high costs of placing and processing orders and the payment of invoices, the County reserves the right, at its sole discretion, to award or not to award to contractors with a minimal quantity or dollar amount of awarded items. The County also reserves the right to award vendors bidding on fewer than five items. The County will have the sole discretion to award to the next responsive and responsible low bidder
