About this opportunity
This is an Invitation to Bid (RFB-211-24, RFB 785 2400000488) issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, on behalf of the Department of Juvenile Justice for the Adair Youth Development Center located in Adair County, Kentucky. The procurement seeks a qualified contractor to relocate and install a new exterior duplex sewage pump station to replace the existing interior sump pit system at the 24/7-operating facility. The scope of work includes installing a new duplex sewage pump station equipped with Landia DG-I-65 submersible chopper pumps (or approved equivalent) rated at 145–150 gallons per minute at 110–113 feet of total dynamic head, powered by 17.9 horsepower 208-volt three-phase motors; testing and operationalizing the new station before decommissioning the existing system; removing all existing pumps, power, piping, valves, and controls; filling and patching the existing interior sump pit; abandoning the existing pump discharge line in place; and installing approximately 750 linear feet of new pump discharge piping routed around the building exterior to intercept the existing discharge line beyond the parking area. The contractor must furnish and install all equipment with 316 stainless steel hardware, provide a full-load startup supervised by the pump manufacturer's representative, submit startup reports documenting compliance, conduct a drawdown test at final inspection, provide comprehensive operation and maintenance manuals, and deliver a one-year warranty covering all defects in materials and workmanship. Additional responsibilities include obtaining all permits and fees, verifying existing utility locations, providing temporary restroom facilities during construction, coordinating with utility companies prior to excavation, and ensuring compliance with all applicable state and local building codes. The mandatory site visit meeting was held on March 12, 2024, at 1:00 P.M. Central Time at 401 Appleby Drive, Columbia, Kentucky 42728, with representatives from The Roberts Group and the Division of Engineering and Contract Administration available for contractor questions. The original bid closing date of April 1, 2024, at 1:30 P.M. was modified to April 8, 2024, at 1:30 P.M. Eastern Time via Addendum Three. All bids must be submitted exclusively through the Commonwealth eProcurement System via the Vendor Self Service (VSS) platform at https://vss.ky.gov; bidders must register in the system prior to submission, allowing 24–48 hours for account activation, and online responses must achieve "Accepted" status before the closing deadline. Bidders must enter $0.00 for the contract amount in the e-procurement system line item and submit the actual contract amount on the Official Bid Document as an attachment. For technical questions, contractors should contact Susan Ward at 502-226-0335 or Susan.Ward@ky.gov, or Greg Elam at The Roberts Group at (859) 276-2006 or gelam@trgpsc.com.
The solicitation documents do not identify any set-aside designations, disadvantaged enterprise requirements, or restrictions limiting the types of organizations eligible to respond. No incumbent vendor or current contractor information is specified in the procurement documents. The project does not require integration with existing infrastructure beyond the coordination necessary to maintain continuous 24/7 facility operations during construction and the connection of new equipment to the existing emergency power panel and sanitary discharge line systems. No specific award value or budget range is disclosed in the available documentation, as bidders are instructed to submit their proposed contract amounts on the Official Bid Document attachment rather than in the e-procurement system line item. All bid results will be posted to https://www.stateofkyplanroom.com following bid opening and review. The billing and shipping address for the project is Finance - Division of Engineering & Contract Administration, The Bush Building, 403 Wapping Street, 1st Floor, Frankfort, Kentucky 40601.
