About this opportunity
The City of Livonia, located in Wayne County, Michigan, is seeking proposals for the 2026 & Optional 2027 Right-of-Way Street Tree Removal Program through the Michigan Inter-Governmental Trade Network (MITN). The procurement involves comprehensive tree and stump removal services within the city's public right-of-way, targeting approximately 330 trees across various diameter ranges from up to 12 inches to 49 inches and over. Bidders must attend a mandatory pre-bid meeting on October 7, 2025, at 10:00 a.m. in the Public Service Division's Main Conference Room to be eligible to submit a proposal. Sealed electronic proposals will be received until 2:00 p.m. on October 21, 2025, with a virtual bid opening via Zoom. Contractors are required to complete all work within 60 days of award notice, with specific progress benchmarks including 25% completion within 60 days, 50% within 80 days, 75% within 120 days, and final completion by October 31, 2026. Successful bidders must provide a minimum crew of four qualified workers, comply with safety regulations, and adhere to work hours between Monday and Friday, 7:00 a.m. to 7:00 p.m.
The solicitation does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Each proposal must be accompanied by a bid bond of 5% of the total proposal value, which will serve as security for contract acceptance. The city reserves the right to adjust the number of trees and stumps by up to 10% and will require comprehensive insurance coverage, including general liability, automotive liability, and workers' compensation. While specific budget ranges are not explicitly stated, the contract includes a detailed pricing schedule based on tree diameter, allowing for precise cost calculations. Payment will be processed on a Net 30 basis, with invoices submitted only for completed sections where both tree and stump removal have been fully performed. The initial contract will run for one year, with an optional mutually agreed one-year extension possible, potentially extending services through November 16, 2027. Contractors must provide comprehensive stump grinding services, including specific grinding depths for stumps and surface roots, and ensure complete site restoration following tree and stump removal.
