About this opportunity
The Commonwealth of Kentucky, Department of Parks, through the Division of Engineering and Contract Administration, is seeking a general contractor for Request for Bid RFB-116-25 to remove the existing potable water treatment plant and concrete storage tank at Greenbo Lake State Resort Park in Greenup, Grant County, Kentucky, and construct a new water storage tank on the existing site. The scope of work encompasses reconnection of city water supply to the new tank, installation of new SCADA controls that link the remotely located city water tank fill valve to the tank level controller and main SCADA communications controller located in the lodge mechanical room, medium voltage underground feeder rework, relocation of the existing two-way radio antenna tower, installation of new 120/208 volt power and Class II control wiring at the tank and valve sites, and branch circuit and communication wiring inside the lodge building with interconnection to the existing DDC building automation system. The project requires a Systems Integrator subcontracted to the General Contractor to assume complete responsibility for the design, supply, delivery, certification, calibration, and adjustment of the coordinated SCADA system, with SCADA manufacturer-specific components other than Allen Bradley accepted as equal alternatives. Mandatory site visits were held on November 8, 2024, at 10:00 A.M. Eastern Time at 965 Lodge Road, Greenup, Kentucky 41144. The final bid submission deadline is December 17, 2024, at 1:30 P.M. Eastern Time, with electronic submission required exclusively through the Commonwealth's eProcurement system and a public bid reading conference call scheduled for 2:30 P.M. Eastern Time on the same date. All bidders must register in the Vendor Self Service (VSS) System at https://vss.ky.gov at least 24 to 48 hours prior to submission, and all plans and specifications are available at https://www.stateofkyplanroom.com at no charge.
The procurement documents do not specify set-aside designations or restrictions limiting participation to particular enterprise categories or disadvantaged business classifications. The incumbent DDC controls contractor will provide interconnection services with the existing building automation system, and the project includes existing infrastructure elements that must be retained or repurposed, such as existing drying bed walls, foundations, and concrete materials from the clearwell and water treatment plant that may be reused as fill material. The project also identified asbestos-containing materials in window glazing at 14 window locations on the water tower building, with an estimated EPA-compliant removal cost of $2,500; additionally, PCB testing on three existing pad-mounted transformers confirmed the absence of PCBs, eliminating environmental remediation concerns beyond standard hazardous materials abatement protocols. No specific contract award value or budget range is disclosed in the available procurement documents; contractors should contact Purchasing Agent Susan Ward at (502) 226-0335 or Finance.CRCGroup@ky.gov for additional information regarding project funding and contract terms.
