About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Military Affairs' Bluegrass Station in Lexington, is soliciting bids under RFB 785 2700000191 (RFB-110-27) for on-call electrical facility maintenance, repair, replacement, and minor construction. Vendor questions are due November 5, 2026 at 1:30 p.m. ET, and bids are due November 16, 2026 at 1:30 p.m. ET. The Commonwealth reserves the right to apply a reciprocal preference for Kentucky resident bidders under KRS 45A.490-494. Qualified Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities receive preference equal to 20 and 15 percent of maximum points, respectively. Bidders claiming resident status must submit a notarized affidavit confirming Kentucky transaction authority and Kentucky tax, unemployment, and workers' compensation filings for the year preceding advertisement.
Scope covers installation, maintenance, repair, testing, commissioning, and emergency restoration of interior and exterior electrical infrastructure, utility distribution, and generator and emergency power systems at Bluegrass Station and other Department of Military Affairs facilities. Work is ordered through individual Agency Delivery Orders with no guaranteed minimum. The contractor must maintain 24/7 emergency response: critical life safety events require callback within 30 minutes and on-site response within 2 hours, operational emergencies require callback within 1 hour and on-site response within 4 hours, and urgent non-critical events require next-business-day response. Qualifications include a full-time Kentucky-licensed Professional Electrical Engineer with at least four years of Department of Defense or federal electrical engineering experience, at least one Kentucky Licensed Master Electrician, personnel qualified for medium-voltage and utility distribution work, and at least one Level II or higher Certified Thermographer. Pricing uses fixed hourly rates for 15 labor classifications and fixed hourly and daily rates for specialized equipment. Materials and subcontracted specialty services are reimbursed at documented invoice cost.
The initial term is one year from award, with four additional one-year extensions subject to written approval of all parties and potential renegotiation of terms. Award goes to the lowest-cost responsive bid from a responsible bidder. Attachment A describes multiple contracts under a master agreement, while Attachment B states that one contract will be awarded on the lowest aggregate bid total. Bids remain valid for 60 calendar days from opening. Bidders must register in the Kentucky Vendor Self Service System 24 to 48 hours before bid closing and complete Kentucky Tax Registration (Form 10A100) before award. Prime bidders on construction sealed bids must submit a Vendor Report of Prior Violations covering the preceding five years.
