About this file

This is an Official Bid Document (Attachment B) for Request for Bid No. RFB-110-27 issued by the Department for Military Affairs for Electrical Support Services at Bluegrass Station in Lexington, Kentucky. The bid document establishes a comprehensive pricing schedule for labor, equipment, and services across 64 line items. Labor categories include various levels of electrical personnel (Electrical Engineers, Project Managers, Site Supervisors, Foremen, Master Electricians, Certified Electricians, Journeyman Electricians, and Apprentice Electricians), as well as specialized technicians (SCADA Technicians, Utility Locators, Linemen, Groundmen, CAD Designers, and General Laborers), with pricing required for both regular hours and after-hours/holiday work. Equipment pricing is requested on an hourly and daily basis for specialized vehicles and machinery including bucket trucks (various sizes), digger derricks, hydro excavation trucks, backhoe loaders, excavators, trenchers, cable tensioning equipment, directional boring equipment, and diagnostic tools such as ground penetrating radar, VLF cable testers, power quality analyzers, and infrared thermography cameras. Bidders must price all items in the schedule, with award based on aggregate total. The bid validity period is sixty calendar days from the opening date.

Unit prices must include all labor, materials, overhead, profit, insurance, and related costs necessary to complete work in accordance with contract specifications. Unbalanced bidding and front-loading are grounds for bid rejection. The Commonwealth will reimburse only the price invoiced to the vendor and requires copies of supplier invoices for any materials used. Bidders must certify non-collusion, non-conflict of interest, legal eligibility to contract with the Commonwealth of Kentucky, and compliance with the Kentucky Civil Rights Act and Equal Employment Act. Bidders must also affirm they are not debarred from federal contracting and commit to notifying the buyer within seventy-two hours if debarred during contract performance. Only one contract will be awarded based on the lowest aggregate bid total.
