About this opportunity
The Commonwealth of Kentucky, Department of Juvenile Justice, is soliciting competitive bids (RFB-101-24) for the complete replacement of the fire alarm system at the Campbell County Regional Juvenile Detention Center located at 590 Columbia Street, Newport, Kentucky 41071. This general construction services procurement (Commodity Code 912) requires the contractor to design, install, inspect, test, program, and commission a new digital, addressable fire detection and alarm system to replace the existing Simplex addressable system. The scope includes installation of a new Fire Alarm Control Panel with minimum 127 addressable capacity, Annunciator Panels, Extender Panels, initiating devices, notification appliances, integrated Ethernet connectivity with email capabilities, Building Automation System integration via BACNet-over-IP, and remote supervising station notification through a Digital Alarm Communicator Transmitter with IP and GSM mobile phone backup. The new system must comply with NFPA 72, NFPA 101, NFPA 70, applicable state and local fire codes, and ADA standards, with acceptable manufacturers including Honeywell (Notifier), Siemens (Cerberus Pro Series), Simplex (Tyco/Johnson Controls), and United Technologies (Edwards). The original bid closing date of November 9, 2023, was extended to November 16, 2023, at 2:00 P.M. Eastern Time per Addendum One. A mandatory site visit was held on October 26, 2023, at 1:00 P.M. Eastern Time, and all bids must be submitted electronically through the Owner's Document Collaboration System to the Division of Contract Administration at The Bush Building, 403 Wapping Street, Frankfort, Kentucky 40601. Key project contacts include Susan Ward (Division of Contract Administration, 502-226-0335), Greg Schenck (Division of Engineering, 502-234-0519), Brian Weisman (Department of Juvenile Justice, 502-573-3747), and Jenny Kruer (KFI Engineers, jlkruer@kfi-eng.com).
The solicitation documents do not specify set-aside designations or restrictions limiting participation to disadvantaged enterprises or other designated business categories. The incumbent system manufacturer is Simplex (Tyco/Johnson Controls), though the existing infrastructure may be partially retained as the contractor is permitted to reuse existing conduit, backboxes, and compatible cabling where feasible. The designer must hold NICET Level III or IV certification as a fire alarm technician or be a registered fire protection engineer with local experience, while the installing firm must demonstrate a minimum of three years documented experience installing similar systems and provide contract maintenance services within 50 miles of the project site with personnel possessing at least two years of experience and a supervisor certified at NICET Level III or IV. All contractors and installation employees must comply with State of Kentucky licensing requirements. The contractor must phase installation to maintain continuous fire alarm and suppression protection with no more than four hours of downtime in any 24-hour period to avoid code-required fire watches. The solicitation documents do not specify an award value or budget range, and all bids will be reviewed and results posted to the Lynn Imaging planroom following bid opening. Bidders must provide a one-year manufacturer warranty on system components and a one-year installer's warranty covering installation quality, with all documentation, spare parts, tools, training materials, and software passwords transferred to the Owner upon completion.
