About this opportunity
The Commonwealth of Kentucky's Cabinet for Health and Family Services (CHFS), through its Division of Engineering and Contract Administration, is soliciting bids under RFB-100-27 to replace nine failing modular air-cooled chillers at Building 501 in Somerset, Kentucky, with bids due November 18, 2026 at 1:30 P.M. Eastern Time. Addendum Two moved the closing date from November 10, 2026, and a public bid reading by conference call follows at 3:00 P.M. Eastern Time the same day.
The work replaces the nine units with two new chillers installed in an areaway of Building 501. The scope also extends condenser air ductwork to grade level, with exterior ductwork constructed of stainless steel, installs new piping and heat trace from the mechanical room wall to the new chillers, and uses existing electrical gear with new fuses and conductors. Addendum One requires the contractor to extend the existing concrete pad at least 4 inches past the equipment perimeter and to verify inter-unit clearances with manufacturer confirmation: 24 inches minimum with control panels on opposite ends, or 48 inches with alternate panel placement. Dunham-Bush was added to the acceptable manufacturers list in Specification Section 236423 for scroll water chillers.
The project is funded through CHFS capital improvement appropriations for Oakwood campus facility maintenance. Award goes to the responsive and responsible bidder submitting the lowest compliant bid.
A mandatory site visit was scheduled for October 29, 2026 at 12:00 P.M. Eastern Time at 2441 S Highway 27, Somerset, Kentucky 42501, ahead of the November 3 posting. Bids must be submitted exclusively through the Commonwealth's eProcurement system, as postal and hand-delivered bids are not accepted. Bidders must register in the Vendor Self Service system at vss.ky.gov, allowing 24 to 48 hours for completion. Bidders enter $0.00 in eProcurement and submit the Official Bid Document with the actual contract amount, along with any required Bid Bond, as a single combined PDF. Plans and specifications are available at no charge at stateofkyplanroom.com. Contractors that do not receive documents from the planroom are not registered as planholders and do not receive addenda, which are binding on any resulting contract.
Purchasing Agent Susan Ward (Susan.Ward@ky.gov, 502-226-0335) and Project Manager Greg Schenck (Greg.Schenck@ky.gov, 502-234-0519) are the contacts.
