About this opportunity
NYSERDA is seeking Owner's Representative Services for Multifamily Buildings, a program designed to support energy efficiency and decarbonization efforts in under-resourced multifamily properties across New York State. The procurement targets existing multifamily buildings that pay into the Systems Benefit Charge and aims to provide owners and managers with pre-qualified representatives who can assist in achieving energy optimization goals. Eligible buildings must meet specific criteria, including being located in a Disadvantaged Community, meeting NYSERDA's Multifamily Affordable Housing standards, or having specific ownership structures such as condominiums or co-ops with 40 or fewer dwelling units. The program requires buildings to be in operation for more than one year prior to application submission. The solicitation was posted on April 11, 2025, with a final due date of December 31, 2026, at 3:00 PM, and services are intended to be performed throughout all New York State counties. Proposals will be evaluated based on the building's eligibility, potential for energy efficiency improvements, and alignment with decarbonization objectives.
The procurement has no specific set-aside designations for minority-owned, women-owned, service-disabled veteran-owned, or disadvantaged businesses, with all subcontracting goals listed at 0%. Participating buildings must be New York State electricity customers, and the program is open to various building ownership structures. While no specific budget range or award values were explicitly stated, the initiative is part of NYSERDA's broader energy efficiency and decarbonization strategy. The contract term is scheduled to conclude on March 31, 2026, and no incumbent vendors or existing contractors were identified in the solicitation. Interested parties should monitor NYSERDA's website at www.nyserda.ny.gov/funding-opportunities for any updates or changes to the procurement details. The program represents a targeted approach to supporting energy improvements in multifamily housing across New York State, with a focus on buildings in disadvantaged communities or those meeting specific affordable housing criteria.
