About this opportunity

The Illinois Department of Transportation (IDOT) is requesting bids for resurfacing and overlay of approximately 9.4 miles of Interstate 64 in Washington County under Contract No. 76M95, with electronic bids due June 12, 2026 at 12:00 p.m. via the iCX-Integrated Contractors Exchange system. This is a federally funded NHPP project subject to prevailing wage, EEO compliance, DBE reporting, and certified payroll requirements.

The scope spans I-64 from 0.5 miles west of Beaver Pond Creek to 0.9 miles west of CH 11, including the interchange at IL-127 in Nashville. Work includes hot-mix asphalt resurfacing and designed overlay; construction of a new right turn lane on Ramp C; construction of four permanent crossovers (to serve as maintenance-of-traffic structures during construction and remain for future bridge improvements); temporary concrete barriers in stages 2 and 3; drainage structures and pipe underdrains; and comprehensive traffic control with peak-hour lane requirements. Liquidated damages of $1,000 per 15-minute interval apply if the contractor fails to maintain required lane openings during peak hours.

The project is staged with interim completion milestones: traffic restoration to original configuration by November 15, 2026 and November 15, 2027, final completion by November 15, 2028, plus an additional 25 working days. The contractor must submit weekly payroll forms (SBE 48 and SBE 348), monthly labor summaries, DBE trucking reports, a traffic control plan, subcontractor approval requests, and substance abuse prevention program certification at the preconstruction conference. Bituminous materials costs are subject to adjustment based on the Bituminous Price Index. The contract will be awarded to the lowest responsive and responsible bidder. A 3D model feedback submission is required.
