The project involves resurfacing and designed overlay of approximately 9.4 miles of I-64, construction of a new right turn lane on Ramp C, and construction of four permanent crossovers that will serve as maintenance of traffic (MOT) structures during construction and remain for future bridge improvements. The project location spans from approximately 0.5 miles west of Beaver Pond Creek to approximately 0.9 miles west of CH 11, including the interchange at IL-127 in Nashville. Electronic bids must be submitted to the iCX-Integrated Contractors Exchange system prior to 12:00 p.m. on June 12, 2026, when bids will be publicly opened. The contract requires interim completion dates with traffic restoration to original configuration by November 15, 2026, November 15, 2027, and final completion by November 15, 2028, plus an additional 25 working days. The project includes three construction stages with temporary concrete barriers in stages 2 and 3, traffic control restrictions including peak-hour lane requirements, and comprehensive specifications covering hot-mix asphalt resurfacing, drainage structures, pipe underdrains, and various supplemental specifications.
The contract will be awarded to the lowest responsive and responsible bidder in conformance with established terms and conditions. The work is funded through the NHPP-F981(281) project designation with Construction Funds. Concrete patches which have to be partially removed will be paid for as HMA surface removal.
Manholes and valve vaults, which are exposed by the HMA surface removal and transverse cuts at the end of the day which are more than 1/2 inch deep shall be tamped with a bituminous cold mix. The cost of this temporary taper shall be included in the HMA surface removal.
When the removal width of the machine is less than the width of the lane, the operations shall be planned so that after the HMA surface for a portion of the lane has been removed that the remaining portion shall have been removed by the end of the day, so the two passes begin and terminate even with each other.
If the depth of removal is greater than 1/2 inch, the removal shall be tapered at the terminating point at the end of each day’s operation when the lane is open to traffic. All materials, equipment, SECTION 95-(3,4)RS-2 and labor necessary to complete the work and maintenance of the tapers as specified above will be included in the cost for HMA surface removal.
Where HMA surface removal has been performed and water would be pocketed on the pavement prior to resurfacing, the Contractor shall construct temporary ditches through the shoulder to permit drainage as directed by the Engineer. Where the existing shoulders are hot-mix asphalt, narrow strips of surface removal to permit drainage will be done only on the specific instructions from the Engineer. The Contractor shall repair the shoulder to its original condition after the resurfacing is completed.
After any HMA removal operation has been performed, the Contractor shall erect special “ROUGH GROOVED SURFACE” signs, as shown on the attached sheet, in advance of the construction zone in both directions, if applicable. In addition, these signs shall also be erected along major side streets in advance of the construction zone. These signs shall remain in place until they are no longer applicable as determined by the Engineer. They shall then be removed by the Contractor and become their property. The cost of furnishing, erecting, maintaining, and removing these signs will not be paid for separately but shall be considered in the cost of the HMA surface removal.
At the end of each day’s work, temporary pavement marking line shall be in place on the planed surface in accordance with Section 703 of the Standard Specifications.
