About this opportunity
The City of Pasadena is seeking a qualified vendor to furnish restroom paper materials and soap supplies for approximately forty city-owned buildings through a competitive bid process. The procurement requires vendors to provide paper materials and soap supplies that meet specific specifications, dimensions, and green/environmental designations outlined in the bid documents. Deliveries will be made to a centralized warehouse location, with the city reserving the right to add additional delivery locations at no additional cost. The contract term is two years, with an option for a one-year extension, and orders will typically be placed one to two times per month in varying quantities. The project is managed by the Department of Public Works' Building Systems & Fleet Management Division. Key technical specifications include precise dimensional requirements for toilet tissue (3.5-inch width, 4-inch height) and roll towels (7.5-inch height, 7.5-8-inch outer diameter), with specific environmental considerations. The due date for submissions is November 1, 2023, with the opportunity originally posted on February 19, 2025.
The procurement includes several set-aside and compliance requirements, particularly related to federal guidelines. Vendors must provide a Unique Entity Identifier (UEI) from SAM.gov, with failure to include this potentially resulting in a non-responsive bid. The contract incorporates HUD Section 3 requirements, which mandate that 25% of total labor hours be worked by Section 3 workers and 5% by Targeted Section 3 workers, focusing on providing economic opportunities to low- and very low-income persons. Additional federal compliance requirements include prevailing wage standards, non-segregated facilities certifications, and detailed payroll reporting. The city has outlined specific recovered fiber content recommendations from the U.S. EPA, with postconsumer fiber content requirements ranging from 20-60% for bathroom tissue and 40-60% for paper towels. While specific budget ranges are not explicitly stated, the comprehensive specifications and multi-year contract structure suggest a substantial procurement opportunity for a qualified vendor capable of meeting the city's detailed restroom supply requirements.
