About this opportunity

The Colorado Department of Corrections is requesting proposals for comprehensive online curriculum and in-person instruction in restorative justice for four correctional facilities (La Vista, Fremont, Skyline, and Four-Mile) serving approximately 240 participants over a five-month period, with proposals due September 4, 2026, and written inquiries due August 13, 2026 (Modification 1 to RFP 2027-0005). Service delivery locations are Canon City and Pueblo, Colorado.

No set-asides or preferences are stated; however, SDVOSB offerors must submit U.S. Department of Veterans Affairs certification. The scope requires customized online curriculum (synchronous and facilitated through CDOC's Google Classroom) and in-person instruction organized into six cohorts per facility with 10–12 participants per cohort. All contractor personnel must be direct employees subject to background checks, fingerprinting, drug testing, CDOC training, and "Consent to Search Authorization" before entering facilities. The curriculum must include pre- and post-program assessments measuring attitude, knowledge, and empathy change; offerors propose evaluation methodologies subject to CDOC approval. Monthly reporting includes total offenders completing courses, facility-specific data, participant names and identification, and completion status. CDOC provides classroom space, photocopier access, student login setup, and participant selection; the offeror assumes all personnel costs, payroll taxes, and insurance (Workers' Compensation, General Liability minimum $1,000,000 per occurrence and $1,000,000 aggregate, Protected Information Insurance, Professional Liability, and Crime Insurance with employee dishonesty). Pricing is fixed, inclusive of all travel, lodging, and mileage, with no add-ons permitted.

The contract term runs November 1, 2026, through June 30, 2027, with potential renewal for up to four additional one-year periods, not to exceed five years total. Evaluation criteria are weighted: Qualifications and Experience (40%), Pricing and Budget Allocation (20%), Vendor Capabilities (20%), and Data and Reporting (20%). Offerors must demonstrate documented experience with restorative justice in correctional settings, provide three relevant project references from the past five years, and comply with HIPAA Business Associate Agreement, Prison Rape Elimination Act, and Colorado Secretary of State registration requirements. Notice of intent to award is estimated September 16, 2026. Contractor personnel must complete enhanced criminal background investigation within 30 days of award.
