About this opportunity
The Colorado Department of Corrections is requesting proposals for a Restorative Justice Program providing online curriculum and in-person instruction at four correctional facilities in Canon City and Pueblo, Colorado, with proposals due August 29, 2026 and contract execution targeted for November 1, 2026.
The scope encompasses comprehensive restorative justice curriculum tailored to correctional settings, targeting approximately 240 offender participants over five months across La Vista Correctional Facility, Fremont Correctional Facility, Skyline Correctional Center, and Four-Mile Correctional Center. Deliverables include all class materials and student manuals with pre- and post-program assessments, quizzes, and completion certificates; training to CDOC staff and offender peer educators; monthly reporting on enrollment, completion rates, and service delivery; and ongoing telephone support. The vendor must provide documented experience with restorative justice programs in correctional settings, case studies, and references demonstrating prior program success. All contractor personnel must be direct employees and undergo CDOC Enhanced Criminal Background Investigation, including fingerprinting and drug testing, within 30 days of award. Personnel must complete PREA training, Defensive Tactics certification, and facility-specific operational training before commencing work.
The initial contract term runs November 1, 2026 through June 30, 2027, with optional renewal for up to four additional one-year periods not to exceed five years total, contingent on appropriated funds. The contract operates on a fixed-price basis with the vendor assuming all costs for personnel, vehicles, insurance, payroll taxes, and workers' compensation.
Evaluation criteria include qualifications and experience with justice-involved populations and correctional settings; pricing transparency including specific material costs and program scalability; vendor capabilities to produce case studies and work with peer educators; and data and reporting capabilities for pre- and post-survey results with confidentiality protections. Written inquiries must be submitted by August 10, 2026. Proposals must include completed exhibits and be submitted electronically through bidnetdirect.com/cdoc. Contractors must obtain Secretary of State registration, provide certificates of insurance meeting specified limits including $1 million general liability and professional liability, comply with WCAG Level AA accessibility standards, and maintain HIPAA Business Associate compliance and PREA standards including triennial DOJ audits at contractor expense.
