About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Military Affairs, is soliciting bids for residential outdoor furniture to be delivered to the Bowling Green Veterans Center located at 1111 Veterans Way, Bowling Green, Kentucky 42101. The procurement includes 111 furniture units across five line items: 10 exterior trash cans (32-gallon capacity), 12 outdoor benches (approximately 75 inches wide with 750-pound weight capacity), 46 outdoor chairs (approximately 27 inches wide with 350-pound weight capacity), 14 outdoor tables (approximately 48 inches in diameter with umbrella holes), and 29 outdoor planters (20-30 inches in height). All products must be constructed from specified materials including wood-grain recycled plastic slats, steel tubing, stainless steel, and cast aluminum with powder-coated finishes compliant with ASTM standards, and must be 100 percent bleach cleanable for use in long-term residential care settings. Warranty requirements are substantial, including a 20-year limited warranty on structural frame failure, 10-year warranty on recycled plastic structural failure, 5-year warranty on powder-coated finish failure, and 1-year warranty on all other components. The solicitation was originally issued on April 11, 2025, with vendor questions due by April 18, 2025 at 10:30 AM ET; the bid closing date was extended via Addendum No. 1 to May 2, 2025 at 1:30 PM ET. Evaluation will utilize a best value ranking approach with price weighted at 90 points and delivery time (specified in working days) weighted at 10 points, for a total of 100 points, with one percent per day deducted from invoices for each day delivery is missed. Electronic bid submission through the Commonwealth eProcurement system is mandatory, and all proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date.

All bids are subject to Kentucky's reciprocal preference provisions for resident bidders as defined in KRS 45A.490-494, and qualified bidders receive additional preferences including 20 percent for Kentucky Correctional Industries and 15 percent for Kentucky Industries for the Blind and agencies employing individuals with severe disabilities. Prior to award, vendors must submit required documentation including Kentucky Tax Registration (if applicable), proof of Secretary of State registration for foreign entities, completed affidavits as outlined in Attachment B (including Required Affidavit for Bidders and Resident Bidder Status Affidavit), and Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, along with Automobile Liability Insurance of $1,000,000 combined single limit if the contractor provides delivery services. All bid pricing must be submitted on an FOB Destination Freight Prepaid and Allowed basis, excluding federal excise tax and Kentucky sales or use tax, with shipping costs included in the bid offer. No incumbent vendor or current contractor is identified in the solicitation documents. For vendor inquiries regarding specifications or other solicitation matters, interested parties should contact Stephanie Durr at 502-564-6521. The contract will be awarded as a group award with no partial bidding permitted, and may be cancelled with thirty days' written notice.
