About this opportunity

Washington County, Oregon, on behalf of the Housing Authority of Washington County (HAWC), is soliciting bids for residential interior painting across HAWC's single-family and multi-family portfolio under ITB 2026.100-ITB. Questions are due November 10, 2026 at 5:00 PM, and bids are due electronically through the County's procurement portal on November 12, 2026 at 2:00 PM.

Scope covers interior painting, cabinet painting, tub and shower surround painting, and drywall repair on an as-needed basis, including surface preparation, priming, and texture matching. Bidders price on-call line items for painting, sheetrock repair, door painting, cabinets, baseboard trim, and tub and shower surrounds. Specified paint products differ by program, with Sherwin-Williams Dumpling or equivalent for Section 18 units and Rodda Winter Wheat or equivalent for Public Housing units. Work hours run 8:00 AM to 7:00 PM, Monday through Sunday, and each work order must be completed within 30 calendar days of approval unless otherwise arranged in writing. Deficient work must be corrected within 72 hours at no cost to the County, or the County corrects it at contractor expense.

Eligibility hinges on a valid Oregon Construction Contractors Board license and workers' compensation coverage. Bidders must confirm compliance with HUD-determined wage rates on form HUD-52158, where the painter classification carries a $30.72 basic wage plus $14.18 fringe benefits, effective October 1, 2025 through June 30, 2027. Contractors must also comply with Section 3 of the Housing and Urban Development Act of 1968, which directs employment opportunities to low- and very low-income Washington County residents. Required insurance includes commercial liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million, and workers' compensation under ORS 656.017. Policies must name HAWC, Washington County, and their agents, officers, elected officials, and employees as additional insureds, with the Washington County Housing Authority at 161 NW Adams Ave, Hillsboro, Oregon 97123 as certificate recipient. New suppliers must submit a W-9.

The estimated contract value is $250,000. The award is a firm fixed-price contract to the lowest responsive and responsible bidder based on average unit cost across all line items, with unit prices required for every line item. The initial term is one year, with an option to renew for up to a total of five years. Payment is due within thirty days after invoice approval under the County's standard personal/professional services master contract.
