About this opportunity
Sacramento County is seeking a contractor to provide comprehensive residential curbside collection services for the unincorporated South County area, covering approximately 5,722 estimated accounts across various communities. The Request for Proposals (RFP) targets an entity with at least three years of experience in residential waste collection and a minimum client base of 5,000 accounts. The scope of work includes weekly garbage and organic waste collection, bi-weekly recycling collection, used oil and filter collection, and bulky waste pickup using 30-, 60-, and 90-gallon carts. The contract will run for an initial seven-year term from July 1, 2024, to June 30, 2031, with potential three one-year extensions. A mandatory proposers conference is scheduled for October 11, 2023, at 10:00 am via Microsoft Teams, and electronic PDF proposals must be submitted by November 3, 2023, at 2:00 pm. The evaluation will prioritize value, contractor experience, and exceptions to the RFP, with the County reserving the right to award the contract to the proposal that best meets their needs. Proposers must submit three pricing components: a service fee percentage excluding cart purchase, a service fee percentage including cart purchase, and the total cost to purchase and deploy carts.
The solicitation does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The current contract appears to be an open competition for qualified waste management contractors. The proposed contract's estimated monthly rate is based on a current curbside rate of $39.41 per 60-gallon cart, with contractors required to propose a service fee percentage that will reduce the final household rate. The county expects the contractor to maintain, repair, and replace collection carts as needed, with a performance bond requirement of $1,000,000. Additional financial considerations include an administrative fee of $1.84 per gross revenue and the contractor's proposed service fee. The contract includes provisions for various insurance coverages, including general liability, automobile liability, workers' compensation, and environmental impairment liability. While no incumbent vendor is explicitly named, the county indicates that the service standards should match the current North County collection services, suggesting a potential transition or replacement of an existing contractor.
