About this opportunity
Seminole County, Florida is seeking a qualified consultant to provide Residential Appraisal Services through a Request for Proposal (RFP-604737-24/MHH) released on February 13, 2024, with proposals due on March 13, 2024, at 2:00 pm. The county's Community Services Department requires professional appraisal services for up to 100 residential properties to support various affordable housing programs funded by federal and state sources, including HUD and the Florida Housing Finance Corporation. Appraisers will be responsible for determining both current market and after-rehabilitation property values, adhering to Uniform Standards of Professional Appraisal Practice (USPAP) and Florida law. The evaluation process will use a point-based scoring system with three primary criteria: Firm Qualifications and Experience (30 points), Project Approach (30 points), and Pricing Proposal (40 points). Bidders must submit a fixed appraisal fee encompassing all associated costs, including administrative overhead, fringe benefits, insurance, travel expenses, and equipment. The initial contract term is three years, with an option for two successive one-year renewals, and includes a three-month probationary period during which the county may terminate the agreement without cause.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Contractors must use the E-Verify system to confirm work authorization status for all new employees and subcontractors, and must maintain comprehensive insurance coverage, including professional liability, workers' compensation, commercial general liability, and business auto policies with specified minimum coverage amounts. The contract may potentially involve FEMA-funded work, which requires additional compliance with federal regulations, including provisions related to labor standards, non-discrimination, and materials sourcing. While specific award values are not explicitly stated, the scope allows for appraisals of up to 100 properties, with compensation to be determined on a fixed-fee basis as outlined in the contract's Exhibit C. The solicitation emphasizes the importance of selecting a contractor that can provide the best overall value, with the county reserving the right to evaluate current financial statements, compliance capabilities, and past performance when making the final selection.
