About this opportunity
The West Virginia Division of Administrative Services, on behalf of the Vicki V. Douglas Juvenile Center in Martinsburg, Berkeley County, is seeking competitive bids through an Agency Request for Quote (ARFQ 0608 DCR2600000057) to establish an open-end contract for resident haircut services. The procurement requires vendors to provide haircut services on a minimum monthly basis, with an estimated volume of fifteen haircuts per month, to be performed on Wednesdays during facility business hours (8:00 AM to 5:00 PM EST, Monday through Sunday, excluding federal and state holidays). Vendors must submit a flat rate per haircut on the required Pricing Page (Exhibit A) and will be evaluated and awarded based on lowest overall total cost. Qualified vendors must be at least 18 years old, possess a valid West Virginia driver's license, and hold a current West Virginia Board of Barber and Cosmetology License with documentation required at bid submission; all vendor staff must pass background checks and comply with facility security protocols. The vendor is responsible for providing all tools, supplies, sanitization, cleanup, mileage, and travel costs, which must be incorporated into the quoted rate, with payment made monthly in arrears. Technical questions must be submitted by 2:00 PM on October 9, 2025, with bids due by 10:30 AM on October 16, 2025, at the WV Division of Administrative Services, 1124 Smith Street, Second Floor, Charleston, West Virginia 25301, and all inquiries should be directed to Nickole R. Prowse at 304-957-8208 or nickole.r.prowse@wv.gov.
The solicitation documents do not identify any specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. The contract will be awarded based on a three-year initial term with one successive one-year renewal option available. Vendors must comply with West Virginia's Drug Free Workplace Conformance Affidavit requirements under West Virginia Code 21-1D-5 and must be properly registered with the Agency prior to contract award. Vendors are prohibited from charging additional fees not expressly provided in the solicitation, and all pricing must remain firm for the life of the contract unless otherwise authorized by the State. Payment will be made only in arrears after delivery and acceptance of services, with vendors required to accept payment by electronic funds transfer or P-Card. No specific budget range or award value is disclosed in the solicitation documents, as compensation is contingent upon actual services rendered at the quoted per-haircut rate.
