About this opportunity
West Virginia's Division of Administrative Services, within the Department of Homeland Security, is soliciting bids for resident haircut services at the J.M. Chick Buckbee Juvenile Center under ARFQ DCR2700000030, with questions due November 5, 2026 at 2:00 p.m. and bids due November 12, 2026 at 10:30 a.m. Attendance at a mandatory pre-bid meeting is required, with an attendance sheet and acknowledgment of all addenda, and failure to attend results in bid disqualification. The solicitation instructions were issued by the West Virginia Division of Corrections and Rehabilitation.
Eligibility centers on licensure. Bidders must hold a current West Virginia Board of Barber and Cosmetology license, be at least 18 years old, hold a valid driver's license, pass a background check, and complete PREA training. Proof of barber or cosmetology licensure is required before award, and a notarized Drug Free Workplace Conformance Affidavit (WV-73) must accompany the bid. Subcontracting is prohibited. Vendors must supply their own clippers or trimmers, as scissors are banned in the facility.
The work is resident haircuts at 144 Jerry Lane, Augusta, West Virginia, Monday through Friday during business hours, excluding state and federal holidays. The facility anticipates 24 to 28 haircuts per month on a monthly or biweekly schedule, and the superintendent may increase or decrease volume based on population changes. Pricing is a flat rate per haircut that includes all travel and mileage, and the vendor must designate a primary contract manager available during business hours. Payment is monthly in arrears, based on completed haircuts signed off by residents. Vendors must use the agency-provided Exhibit A pricing page, and alternate pages are not acceptable.
The initial term is one year, renewable for up to three successive one-year periods by mutual written consent. Pricing must remain firm for the contract's life, and the contract is contingent on legislative appropriation and cancelable by the State on 30 days' written notice. Award goes to the vendor offering the lowest overall total cost while meeting all specifications. Before award, the apparent successful vendor must register with the Agency and pay a $125 fee if applicable. Bids are submitted electronically through wvOASIS or in person, and bid submissions are public records under West Virginia's Freedom of Information Act. Questions go to Erin L. Dial at erin.l.dial@wv.gov or 304-558-9093.
