About this opportunity

West Virginia Department of Homeland Security Division of Administrative Services is soliciting bids for resident haircut services at Eastern Regional Jail & Corrections in Martinsburg under ARFQ 0608 DCR2700000012, with bids due October 22, 2026 at 10:30 a.m. and a mandatory pre-bid meeting (date and location to be confirmed). A Drug Free Workplace Conformance Affidavit (form WV-73) is required.

Haircut services must be performed Sundays and Wednesdays, 8:00 a.m. to 5:00 p.m. EST, excluding federal and state holidays, with alternative days available by approval. The facility estimates approximately 250 haircuts per month, though the superintendent may increase or decrease volume at sole discretion. All incomplete haircut lists carry over to the next scheduled service day. Vendors must hold a current West Virginia Board of Barber and Cosmetology License, be at least 18 years old with a valid driver's license, and pass a background check. Vendors must provide their own tools, use clippers or trimmers only (scissors prohibited), cannot subcontract, and cover all travel costs. Barber services are subject to facility security protocols and PREA training.

Pricing must be submitted as a flat rate per haircut on the required Pricing Page (Exhibit A) with no separate allowances for travel, mileage, or ancillary costs. Payment is made monthly in arrears at the per-haircut rate for services performed and accepted. Pricing must remain firm for the life of the contract. The contract term is one year with potential renewal for up to three successive one-year periods upon mutual written consent, with renewal requests due thirty days prior to expiration.

Questions are due October 15, 2026 at 10:30 a.m., directed to Angela S. Lewis at angela.s.lewis@wv.gov. All vendors submitting bids must attend the mandatory pre-bid meeting; failure to do so results in bid disqualification. Vendors must acknowledge receipt of all addenda. Payment is by electronic funds transfer or P-Card only.
