About this file

This is a Request for Quotation (RFQ) issued by the West Virginia Department of Homeland Security Division of Administrative Services on behalf of the Eastern Regional Jail & Correctional Facility located in Martinsburg, West Virginia. The solicitation seeks to establish an open-ended contract for inmate haircut services, with the facility estimating approximately 250 haircuts per month. Barber services must be performed on Sundays and Wednesdays during business hours (8:00 AM to 5:00 PM EST), excluding federal and state holidays. The contract allows for flexibility, as the facility superintendent may increase or decrease the weekly number of haircuts at their sole discretion, and alternative service days may be approved if the vendor cannot accommodate the standard schedule. Incomplete haircut lists on scheduled days are automatically carried over to the next haircut day. The RFQ document does not specify explicit response dates, bid due dates, site visits, or bidder conferences; however, it was revised on February 13, 2026.

Vendors must submit pricing on the required Pricing Pages (Exhibit A) through wvOASIS or as an electronic document, providing a flat rate per haircut with no separate allowances for travel, mileage, or other ancillary costs. The contract will be awarded to the vendor offering the lowest overall total cost while meeting all specifications. Payment is made monthly in arrears at the per-haircut rate for services performed and accepted, with invoices required to include service dates, contract number, and vendor address. All vendors must possess a current West Virginia Board of Barber and Cosmetology License, be at least 18 years old with a valid driver's license, and pass a background check. Vendors must provide their own tools, use clippers or trimmers only (scissors are prohibited in the facility), cannot subcontract services, and are responsible for all travel costs and facility access control. Vendors are subject to facility security protocols, PREA training, and additional training as required.
