Tie-breaking eligibility includes drug-free workplace certification, certified minority business enterprise (CMBE), service-disabled veterans' business enterprise, Florida-based businesses, and foreign manufacturers with Florida factories employing over 200 employees. The Department intends to award a single contract based on funding availability and service needs.
