About this opportunity
The Florida Department of Juvenile Justice (DJJ) is soliciting proposals under RFP 11108 for an operator of a 42-bed high-risk residential program for males ages 13 to 18 who require Mental Health Overlay Services (MHOS) and/or Substance Abuse Treatment Overlay Services (SAOS), with proposals due March 2, 2027. DJJ intends to award a single contract based on funding availability and service needs. Respondents must submit a signed Attachment L Foreign Country of Concern Attestation and pass a financial viability review on a pass/fail basis, supported by a Dun & Bradstreet Business Information Report. Proposers using the Department facility must attend a mandatory State-Owned Building Site Visit. Respondents must also submit an Attachment U Certified Minority Business Enterprise Subcontracting Utilization Plan with documentation for each Florida CMBE participant, and Attachment D past performance in residential commitment programs, in and outside Florida.
Place of performance is a Department-owned building at 286 Gene Hurley Road, DeFuniak Springs, Florida 32433, in Circuit 1 of DJJ's Northwest region, or a Respondent-owned or leased building in Florida. The Department-owned campus includes a main building, classroom modular, Career and Technical Education building, two storage sheds, 40 single-occupancy sleeping rooms, 81 security cameras, and an in-house kitchen. DJJ may adjust bed allocation based on treatment needs. Required services include delinquency programming, academic and career and technical education, recreation therapy, behavioral analysis, transition services, and integration with DJJ's Electronic Health Record system (FDJJ 10030). DJJ reserves the right to add Intensive Mental Health, Comprehensive Co-Occurring Disorders Treatment, Borderline Intellectual Functioning, Developmental Disability, Medically Complex Residential, and Juvenile Sexual Offender Treatment services as needs dictate.
Operational requirements include continuous 24-hour awake supervision, staffing ratios of 1:8 awake, 1:12 asleep, and 1:5 off-site and tool management, clinical mental health staff on-site seven days a week, and family therapy at least monthly. Weekly on-site coverage by a Health Services Administrator and Registered Nurses must total at least 80 nursing hours per week. Orientation must occur within two hours of admission. Pricing terms set a minimum direct care wage of $19.00 per hour (gross, excluding benefits) and minimum annual starting salaries of $50,000 for non-licensed mental health staff, $79,000 for licensed mental health staff, and $85,000 for Designated Mental Health Clinician Authority positions. The per diem covers routine healthcare, and non-routine healthcare costs above $5,000 per incident are the Department's responsibility. DJJ states that no start-up or cost reimbursement funds are available. The major maintenance fund balance is $18,035.28, with kitchen floor resurfacing pending. No Department-owned vehicles are available, so respondents must budget for vehicles. If 15% or more of total program positions remain vacant, DJJ may reduce monthly invoices by the amount allocated for unfilled positions. Per diem rates may not exceed the maximums in Section XIV.
Proposals are evaluated in three volumes: Technical, Financial, and Performance. The Technical volume is limited to 70 pages. An evaluation panel of seven identified individuals will review proposals, subject to change. Electronic submission runs through the DJJ Bid Library using a Microsoft account, with Word and Excel formats and PDF permitted for the transmittal letter and financial viability documentation. Hard copies require one original and eight copies of Volume 1, and one original and two copies each of Volumes 2 and 3, delivered to Procurement Manager Jihad "Jay" Landrum. A Notice of Intent to Submit a Proposal is due by the deadline in Attachment B, Section IV.A. Technical assistance for the Bid Library is available from Bryant Wombles at William.Wombles@fldjj.gov or (850) 717-2606.
