About this opportunity
The Florida Department of Juvenile Justice (DJJ) is issuing Request for Proposals (RFP #10912) for a 28-bed moderate-risk residential program serving males aged 14-18 who require Mental Health Overlay Services (MHOS) and/or Substance Abuse Treatment Overlay Services (SAOS) in Circuit 11 of the department's south region. The program will be located either at DJJ-owned facilities in Miami or Pompano Beach, or at a provider-owned/leased facility in Florida. Services must include comprehensive programming such as 24/7 supervision, evidence-based treatment, academic education through Florida Scholars Academy, career/technical training, recreation therapy, religious services, and transition planning. Key staffing requirements mandate specific staff-to-youth ratios (1:8 awake, 1:12 asleep), with direct care staff paid a minimum of $19/hour and licensed mental health staff receiving minimum annual salaries ranging from $50,000 to $85,000. The RFP requires providers to maintain specific performance measures, including zero escapes, 90% completion of transition plans, 250+ volunteer service hours annually, and 80% completion of required intervention/treatment hours. Critical dates include a proposal due date of February 11, 2025, at 10:30 AM EST, mandatory site visits on January 17, 2025, and February 6, 2025, with an anticipated contract start date of April 3, 2025, and a five-year contract term through April 2, 2030.
The RFP includes provisions for tie-breaking criteria that provide preferential consideration to businesses with specific designations, including Drug-Free Workplace certification, Certified Minority Business Enterprise status, Service Disabled Veteran's Business Enterprise certification, Florida Business designation, and Foreign Manufacturer with Factory in Florida status. Respondents must complete a Foreign Country of Concern Attestation form confirming they are not owned by or principally located in a foreign country of concern. The maximum per diem rates are set at $322.92 for filled beds and $302.92 for unfilled beds, with no additional rate increases possible. The Department will not provide start-up or cost reimbursement funds, and the facility currently maintains a major maintenance fund balance of $10,050.04. The solicitation requires comprehensive documentation, including a D&B Business Information Report or financial audits, past performance documentation, and a Certified Minority Business Enterprise Subcontracting Utilization Plan. The current facility, Miami Youth Academy, has maintained a high utilization rate between 80-100% over the past year and features 45 operational security cameras, two classrooms, eight staff offices, and twelve sleeping rooms.
