About this file

This is Addendum #1 to RFP #10912 from the Florida Department of Juvenile Justice (DJJ) for a 28-bed moderate-risk residential program for males with Mental Health Overlay Services and Substance Abuse Treatment Overlay Services in Circuit 11. The addendum updates the Calendar of Events and provides answers to vendor questions. Key dates include proposal submission due on February 11, 2025 at 10:30 AM EST, an Evaluation Team Briefing on February 18, 2025 at 11:00 AM EST, and an anticipated contract start date of April 3, 2025. Two potential facility locations are under consideration - the current Miami Youth Academy location or a Pompano Beach facility, with site visits scheduled for January 17, 2025 and February 6, 2025 respectively. The technical proposal page limit has been increased from 60 to 80 pages.

The addendum clarifies that there are no start-up cost reimbursement funds available for this contract. The Miami facility is on county water and sewage systems with a new grease trap and functioning lift station, while the Pompano Beach location is also on county utilities but currently undergoing renovations. The filled and unfilled bed per diem rates included in this procurement are at the maximum amount submitted for the referenced Legislative Budget Request (LBR), with no additional increases possible even if the LBR is approved. The final facility location decision will be based on whether a new lease can be signed for the Miami location, though vendors are advised to base proposals on the current Miami Youth Academy location.

Questions are presented in the exact manner they were received.

TrueCore Behavioral Solutions, LLC. – Received 01/23/2025

Question #1 Page 10: Under the section titled “Sex-Specif ic Services,” it states that groups or sex-specific curricula are not required. However, on page 41 where sex-specif ic services are listed, it states that Respondents “shall propose sex-specif ic services in all its program components, delinquency interventions, and treatment services” which appears to contradict language listed on page 10 of the proposal. Can the Department please provide clarif ication?

Answer #1 Please see the revised Sex-Specif ic Services language in this Addendum.

Question #2 Page 11: Under the section titled “Career and Technical Education (CTE) Services,” it states that if a youth receives his high school diploma or GED while in the program, he shall begin OSHA-10, Florida Ready to Work Sof t Skills, and CPR/First Aid training to prepare for a CTE / pre-apprenticeship program. For the CTE / pre-apprenticeship program, is this referring to the Master Credentials List of fered by the provider or the CTE/pre-apprenticeship of fered by education / Florida Scholars Academy?

Answer #2 The OSHA-10, Florida Ready to Work, and CPR/First Aid are the responsibility of the Provider and youth can begin working on these prior to completion of their high school diploma.

Additionally, prior to completion of their high school diploma, youth may have CTE/pre-apprenticeship opportunities through courses provided by Florida Scholars Academy (FLVS) and training programs that are on-site or virtual through the program provider or DJJ. These opportunities would only be available during the allotted elective periods since the youth is still working to complete their high school diploma.

Once the youth has completed their high school diploma, they are referred by FLVS to the Florida Youth College. Youth are then assigned a Career Navigator who will meet with youth virtually for orientation and follow up sessions. All virtual sessions with their Career Navigator are supervised by the Transition Specialist, or other appointed staf f member of the program provider. While working with their Career Navigator, youth will be given CTE/pre-apprenticeship opportunities via online courses provided by Florida Youth College, virtual or on-site career training, and/or enrollment in online courses through a state college. Prior to their release, the Career Navigator will assist youth with establishing their career pathway post-release (enrollment in a state or technical college, short-terming training, apprenticeship, and/or employment) and will continue to work with youth post-release up to 180 days, which can be extended if needed.

Please note that while youth are under DJJ supervision (residential or probation), Florida Youth College can provide post-secondary funding for youth who have been assigned a Career Navigator.

Question #3 On Page 15: Under the section titled “Pre-Operational Review,” it states that the Department may conduct a pre-operational review approximately thirty (30) days prior to the implementation of operations (youth admissions) of the program. However, in the Calendar of Events, it states that the anticipated date of Notice of Intended Award is Monday, March 24, 2025, with an anticipated contract start date of Monday, April 03, 2025. Due to the short turnaround between the time the contract is awarded and the time the contract is scheduled to begin, would the Pre- Operational Review be waived? If a Pre-Operational Review is required, would this review be scheduled for a future date af ter the contract start date?

Answer #3 The Pre-Operational Review would not be waived; however, a modif ied Pre-Operational Review may take place. This is dependent upon whether the Contract is awarded to the current Provider.

If the Contract is awarded to a new Provider, a full Pre-Operational Review must be done before youth are placed at the program. The Off ice of Monitoring and Quality Improvement will work with the Of f ice of Residential Services and the new Provider to ensure the review is completed in the available time provided for a Pre-Operational Review to be completed. At such a time, it will be important for all required documents/certif ications/licenses, etc., to be provided as timely as possible, to help ensure a smooth transition.

Question #4 Page 30: Can the Department please conf irm the correct days / dates for the following items listed in the Calendar of Events?

o Anticipated date answers to written questions will be posted on the web site o Anticipated Contract Start Date

Answer #4 The information has been updated in this addendum and is listed in the Calendar of Events.

Question #5 Page 30: In the Calendar of Events included in the Request for Proposal (RFP), it lists the date for the site visit at Miami Youth Academy as Friday, January 17, 2025, and the date for the site visit for the Pompano Beach location as “TBD.” Does the Department have an approximate time f rame as to when a decision will be made regarding which location will be utilized for this contract?

Answer #5 Please see the answer to #9. The updated site visit information for the Pompano Beach location is listed in the Calendar of Events.

Question #6 Is there a possibility that this contract may begin operations at the Miami Youth Academy location and eventually be required to move services to the Pompano Beach site?

Answer #6 No. The intent is to begin operations at the current Miami Youth Academy location; however, that is dependent upon the resigning of the current building lease. The Pompano Beach site is a possible alternative.

Question #7 Page 40: In the section titled "Technical Proposal – Volume I – Tab 3,” it states that the technical proposal narrative is not to exceed 60 pages. Would the Department be open to increasing the current page limit?

Answer #7 Yes. The Department is open to increasing the current page limit to eighty (80) pages.

Question #8 On Page 44: Under the section titled “Program and Facility Readiness Plan,” it states that Respondents will utilize the Transition-In Checklist on the Department’s website. Is this a required form or can a Respondent use an internal checklist form if it meets all the requirements of the Department's form?

Answer #8 The Transition-In Checklist is the required form to be utilized. You may access the checklist electronically at: https://www.djj.state.f l.us/partners/procurement-and-contract-administration.

Wayne Halfway House, Inc. – Received 01/23/2025

Question #9 When will the determination be made about the location of the facility, will it be in Miami or Pompano Beach. Will this decision be made prior to proposals submission due date?

Answer #9 The determination will be made once the Department has been made aware if a new lease will be signed at the Miami location. This decision will not be made prior to the submission due date for proposals; therefore, it would be benef icial to provide a proposal based on the current Miami Youth Academy location.

Question #10 Can we have utility bills for each site for the last 12 months?

Answer #10 Please see the Exhibit 8, Frequently Asked Questions document, for the last twelve (12)-month run-rate for the utilities, water/sewer, waste, gas, and food at the Miami location. The Pompano location has been vacant and there are no bills for this site.

Question #11 What kitchen equipment is on inventory at each site and is it all in working order?

Answer #11 Please see the Exhibit 9, Contract Inventory Worksheet, for the list of kitchen equipment located at the Miami facility.

https://www.djj.state.fl.us/partners/procurement-and-contract-administration

Question #12 Is there a facility checklist available that shows evaluations of the doors, locks, plumbing, HVAC, water supply etc.?

Answer #12 No. There is not a facility checklist that shows the evaluations of the doors, locks, plumbing, HVAC, water supply, etc.; however, at the Miami facility a door inspection was completed in August/2022, the HVAC annual preventative maintenance was completed in June/2024, and the State Fire Marshall Inspection was completed in April/2024. The Pompano Beach facility is currently under building renovations; therefore, there is not a completed list at this time.

Question #13 Is there a functioning generator at both locations? What condition is the generator currently in at each facility?

Answer #13 There is one generator at the Miami location which is in good working condition. The condition of the Pompano Beach site is currently unknown; however, there will be a working generator at the location wherever the program will be housed.

Question #14 Are there any utilities, land features, or other items at either site that are unique (e.g., septic system, well water, water feature, etc.) If a septic system or well water exist at either location, do those items have current inspections or approvals through the Department of Health or appropriate environmental protection agency?

Answer #14 The Miami location is on county water and sewage systems and has a new six-month old grease strap that was installed and has passed all inspections, and a lif t station that is in good working condition. The Pompano Beach location is also on county water and sewage systems.

Question #15 Is there a reimbursement clause in the contract for start-up cost?

Answer #15 At this time, there are no reimbursement funds for this Contract.

Rite of Passage, Inc. – Received 01/22/2025

Question #16 Would the potential Legislative Budget Request (LBR) rate increase include newly operated or recently opened DJJ programs, such as Miami Youth Academy?

Answer #16 No. The f illed and unf illed bed per diem amounts in this procurement are at the maximum amount submitted for the referenced LBR. Should the per diem increase LBR be approved, this new Miami Youth Academy contract already ref lects the highest per diem rates possible for a moderate program providing mental health and substance abuse treatment services.
