A pre-submittal conference is scheduled for June 15, 2026 at 10:00 a.m. via WebEx.

The truck will replace equipment damaged during the July 4 Kerrville flood event and will serve as the first-deployed vehicle for regional, state, and federal disaster response, as well as for transporting emergency equipment and pulling trailers and boats. The vehicle must feature a 6.7L Cummins diesel engine, heavy-duty suspension, Whelen Legacy Duo 54-inch lightbar, multiple emergency lights, two-way radio systems, mobile data terminal dock, backup camera, push bumper with winch, and a commercial aluminum camper shell with toolboxes. All installations must comply with Federal Motor Vehicle Safety Standards and Texas State Highway requirements. All components must be new and standard production models serviced per manufacturer specifications.

Pricing must be submitted on the provided Price Schedule (Attachment A), with all costs including freight prepaid delivery to the City's Southeast Service Center at 1318 SE Loop 410, Building 6, Gate 5, San Antonio, Texas 78220. The contract begins upon the effective date of the ordinance awarding the contract and terminates upon completion of delivery and acceptance of the vehicle. The vendor must supply four complete sets of parts, maintenance, service, and operators manuals upon contract award. The contract is funded through grant funding subject to Uniform Administrative Requirements and applicable federal regulations including Clean Air Act and Federal Water Pollution Control Act compliance. Insurance requirements include workers' compensation, employers' liability, commercial general liability, business automobile liability, and products liability with specified minimum coverage amounts. No bid, performance, or payment bonds are required. The City reserves the right to reject any or all offers and to make award based on best interests.
