About this opportunity
The State of Maine's Division of Purchases is requesting bids for sorbent pads to supply the Department of Environmental Protection, with sealed bids due March 25, 2010. Awards will be made to the lowest responsible bidder based on best value, considering quality, conformity with specifications, delivery date, and ultimate cost. In case of tie bids, preference will be given to in-state bidders or those offering commodities produced or manufactured in Maine.
Sorbent pads must be heavyweight, 1-ply nonwoven meltblown polypropylene, 17" × 20" × 3/8", approximately 12 ounces, white, hydrophobic and oleophilic with no coverstock. Minimum absorbent capacity is 15 times weight in medium viscosity oil; water absorption must not exceed 1.0 times weight. Bidders must submit test data at their own expense using ASTM F726-99 standards (Tests 9.2.1, 9.3.1, 9.4.1, 10.2, and 10.3). Reference product is Sorbent Products Company model ENV100 Pads. Prior to award, the State may request one sample bale for additional testing including cost per gallon absorbed, oil absorption after 24-hour water immersion, and oil retention using #2 fuel oil or diesel.
The estimated annual contract value is approximately $20,000, based on actual quantities ordered. The contract term runs from April 1, 2010, through April 29, 2011, with two possible one-year extensions. Prices remain firm throughout. Minimum order quantity is 200 bales per order. Delivery is FOB destination to three DEP Response Warehouses in Portland, Augusta, and Bangor, Maine, with 24-hour advance phone notice required. The State requires acceptance of the State Procurement Card with no surcharges. The contract administrator is Lita C. DeSanctis, Buyer II. Political subdivisions and school administrative districts in Maine may benefit from this purchasing agreement.
